Central Euran Protocols

The Central Euran Protocols were a series of secret agreements reached between representatives of Constancia, Nouvelle Alexandrie, Zeed, the Suren Confederacy, and representatives from the Çerid communities in Antakia and in the Aldurian Çerid Autonomous State in 1706 AN. These agreements dealt with the evolving Antakian Civil War and with the Thraci Confederation's ambitious Project Gama, which aimed to abandon Antakia's location in central Eura to consolidate its territory around a core metropolitan territory in Corum.

The Antakian Civil War, especially the nuclear exchange on 12.XII.1706 AN between the government of the Thraci Confederation and the Black Panther rebel forces, became a grave concern for Nouvelle Alexandrie, Constancia, and many other nations in Eura. The nuclear exchange that destroyed the Antakian capital, Antakşehir, and the rebel capital Kwa-Pati on 12.XII.1706 AN resulted in the secret activation of military and security contingencies in both Constancia and Nouvelle Alexandrie, the latter being a country that already on alert due to the recent rise of Vanic extremism.

In the week following the nuclear bombings of Antakşehir and Kwa-Pati, the Central Euran Protocols were negotiated and finalized, with the respective diplomatic and military officials of each country involved giving their explicit approval. The protocols were established to provide for mutual cooperation in invading, occupying, and incorporating the lands (former Antakia) in central Eura that the Thraci Confederation aimed to abandon under Project Gama. The agreements also included representatives from Çerid communities in Antakia and in the Aldurian Çerid Autonomous State, with Nouvelle Alexandrie and Constancia agreeing to assist them reconnect and reach kin between Çeridgul and the Çerid Autonomous State.

1. The nations of Constancia and Nouvelle Alexandrie, aided by Zeed and the Suren Confederacy, shall launch in the evening of 2.XIV.1706 AN a large scale invasion of the central Euran Green most recently abandoned by the Thraci Confederation, formerly known as Antakia, with the aims of:
   1. In gratitude for the cooperation and assistance of Zeed and the Suren Confederacy, there shall be a disbursement from Nouvelle Alexandrie of €1 billion ecu for Zeed and the Suren Confederation each to help defray the costs of their assistance in the operation. The Imperial State of Constancia shall likewise offer low-interest loans and condonations of equivalent amount, as well as preferred loan facilities for the next five years.
2. The nations of Constancia and Nouvelle Alexandrie agree to safeguard the Çerid as follows:
   1. Protect and preserve the original territorial claims of Çeridgul and integrate them to the Çerid Autonomous State in the New Alexandrian Region of Alduria;
   2. Provide funding, logistical support, and proper assistance to the Red Sun Society to deliver humanitarian aid
3. Constancia and Nouvelle Alexandrie shall aid each other in securing the goals established in these protocols to ensure that central Eura is properly partitioned as established by Schedule I of these Protocols.
4. Constancia and Nouvelle Alexandrie hereby task the Commission of Technical Experts and the Euran Economic Union to make speedy arrangements for:
   1. the planning, development, and construction of new transportation connections, especially road, rail, and air transport or connections;
      1. this includes the planning, development, and construction of new routes of the Pan-Euran Highway.
   2. the planning, development, and construction of new joint military, diplomatic, security, and administrative installations and buildings in the new lands, or on the new borders between Constancia and Nouvelle Alexandrie.
5. A Joint Committee for the Radioactive Clean-Up of Eura shall be established with Constancia, Nouvelle Alexandrie, Zeed, and the Suren Confederacy to coordinate a joint effort for the clean-up of radioactive sites and nuclear blast sites; and for the restoration, clean-up, and repair of the environment and natural resources of Eura.
   1. Further details about the Joint Committee for the Radioactive Clean-Up of Eura shall be determined by the Integration Committee of the Euran Economic Union.
6. A Joint Committee for the Joint Euran Maritime Borders shall be established with Constancia, Nouvelle Alexandrie, Zeed, and the Suren Confederacy to coordinate a joint effort for the management, protection, and security of the maritime borders of the Euran Economic Union members.
   1. Further details about the Joint Committee for the Joint Euran Maritime Borders shall be determined by the Integration Committee of the Euran Economic Union.

Constancia

Immediately upon invasion, and until otherwise provided, the occupied territories were placed under Military Government under the senior officer commanding of the Imperial Constancian Armed Forces present.
