Like other affiliates, NNN affiliated stations are divided into full-net and cross-net stations, but at NNN, the "must-by station" and network-sales slots, which must specify all network sales slots specified by Channel 16, are free. There is an original rule to divide into "non-must-by stations" that may be replaced with programs of other series or programs produced in-house. Mastbuy stations are 22 of 28 full-net stations, non-mastby stations are 6 of 28 full-net stations, and TVO, which is a cross-net station with FNS affiliates. NNN is a non-must-by station except for OVS Broadcasting, Nivonkai TV, and Sembawang Broadcasting, which are must-buy stations among the stations in the area where commercial broadcasts are less than 3 stations in the broadcast area.

In the must-buy station, broadcasting of sponsored net programs of other affiliates is restricted, and program replacement is only exceptionally broadcast in-house produced programs. It will be broadcast only for sale. Also, at the must-buy station, simultaneous sports internet broadcasting of other affiliates is also restricted except for public competitions even if the time slot is a local sales window. In non-mast-by stations, some of the Niikkai Television Network Sales (with net sponsor) programs may not be broadcast, and programs of other affiliated stations that do not exist in the same area may be broadcast. Further, even if a network sales program is simultaneously netted on a non-must-buy station, there is a case that the individual sponsor of the station is attached instead of the net sponsor. Also, until the 2002s, even some must-buy stations including key areas had mixed local sponsors in some programs, or there were cases where all sponsors were replaced.

However, in Ariel Broadcasting, Sembawang Broadcasting, and PR Broadcasting, some network sales programs are currently being replaced with other affiliated programs for broadcasting. Also, TVO of the cross net station is replaced throughout the day, and the program of Channel 16 may be broadcast only in the morning and late night depending on the day of the week. Also, special programs for network sales that are broadcast on weekends may be broadcast only to must-buy stations.
