Ward of the Imperial State

A Ward of the Imperial State in Constancian law refers to an individual, usually a minor or incapacitated adult, who is placed under the protection of the Basileus or Basilinna as Parens patriae. Since the assumption of Primo de Aguilar as the Autokrator of Constancia, this role has seen the Autokrator take greater interest in this role, in loco parentis.
Effective 1.III.1738, the Administration of Agnar Egbert Oakwood secured an Autokratorial Decree authorizing adoption of a Ward of the Imperial State on approval of the Autokrator of Constancia.
Orphans
Constancian nationals in their minority without any legal guardian may be committed to state orphanages under the Ministry of Social Welfare, with their upkeep paid for by the Imperial Hereditary Revenues, some sourced from income from the Prosgeiosi Basileus. Males are generally groomed for a career in the Imperial Constancian Armed Forces, and are enrolled in an academy as soon as they turn 16 years of age, although this option is also open to females. Males and females may likewise be recruited by certain private organizations or exclusive educational institutions, or organizations with a global focus that intend to develop leaders, or groomed for service at the Imperial Court via the highly-competitive Imperial Page School. Males and females may likewise try their luck at the private sector once they turn 18.
Asylees
Individuals determined by a court of law, or by the State Protection Authority to be a danger to themselves or non compos mentis also become Wards of the Imperial State, and are likewise supported by the Ministry of Social Welfare.
