Writ 1676-001, issued on 18.IV.1676 AN, was the first executive order issued by Frederik Haabye Truls following his inauguration as Prince of Elwynn that same year in the preceding month.
Background
The Constitution of Elwynn provided for a high degree of autonomy afforded to the Alalehzamini Autonomous Republic and the Northern Commonwealth, a historical legacy of the civil conflict which had disfigured the land during the era between the Auspicious Occasion and the second declaration of independence in the aftermath of the collapse of the Imperial Republic. Because the restoration of Elwynnese independence had only been possible through the expedient cooperation of mutually opposed forces, the N&H Party and Babkhi communities of the South and the Verionist movement in the north, a certain amount of latitude had to be afforded to both factions, with Alalehzamin holding out for, and gaining, unprecedented autonomy in return for acceding to the restored Elwynnese Republic rather than submitting to the Black Legions. The midlands and the boreal north had been united under the authority of the Elwynnese Congress and maintained a democratic form of authority over the remainder of the Republic until the collapse of the administration of Conducător Stephen Lewis in 1675 during the tumult that saw a Verionist Republic establish what would prove to be an ephemeral rule in the southern Benacian territories of Elsenar and Monty Crisco. The backlash in Congress against the perceived moves of the House of Verion towards Shirekeep would see Stephen Lewis lose a vote of no confidence and be replaced by a caretaker administration led by Frederik Haabye Truls of the N&H and subsequently by Nila Valgarai of the Democratic Party of Elwynn. The Verionists, outraged, had retreated to their heartlands in Agnesia and Cimmeria, threatening a re-run of the civil war which had cost Elwynn its statehood in the last years of the Imperial Republic. The resumption of the seemingly unending cycle of conflict between north and south had only been averted by the expedient of creating, under hurried and dubious circumstances, a Northern Commonwealth that would form a Verionist heartland. The price of peace had been the reduction of the portion of Elwynnese territory under the direct authority of the institutions of the Republic to Eliria, Araxion, Eastern Amokolia and a stretch of barren tundra and forest known as Íseirdia.
In spite of this the Prince retained across the entirety of the Republic exclusive authority over such matters as defence, security, and the central civil service. Although neglected by his predecessor, Ander Avon-El, the Court of the Prince, the traditional form of the executive of the Elwynnese Principate, had reconstituted itself around the person of the Prince and upon the historic site of Eliria Castle, and Frederik Haaby Truls would make his first official act the promulgation of a writ regularising the appointment of commissioners to exercise authority in his name.

Frederik, Prince of Elwynn to Meqael Mizarielion, Conducător of the Elwynnese Republic; Firdaus Abdollahi Mehr, Sardar of the Alalehzamini Autonomous Republic; and Stephen Lewis, Conducător; and all their retainers and faithful servitors of the Motherland, greeting. Know that I have granted letters patent to appoint the following Commissioners, appended to this order, as the Executors of my Will in all lawful matters permitted by the Constitution.Subordinate to each Commissioner shall be a team of Inspectors with dedicated areas of responsibility for which they shall be accountable to their Commissioners and the Commissioners in turn accountable to myself.
Such Commissioners and Inspectors, as have been duly appointed and thus named, shall serve at my pleasure and convenience to aid and assist in the execution of my duties and comprise thereby, alongside the Council of Eliria, the Court established in my name.
