AUTHORIZATION FOR MILITARY ACTION AGAINST OPORTIA ACT, 1745
BE IT ENACTED by the King's Most Excellent Majesty, by and with the advice and consent of the Cortes Federales, in this present session assembled, and by the authority of the same, as follows:-
PART I GENERAL PROVISIONS.
Article 1: Citation.
This Act may be cited as the "Authorization for Military Action Against Oportia Act, 1745".
Operations may extend to all territories controlled by or under the influence of the National Salvation Council.
PART III FUNDING AND RESOURCES.
Article 5: Emergency Appropriations.
The sum of fifty billion (50,000,000,000) New Alexandrian écus is hereby appropriated for immediate military operations.
Additional funding may be authorized through emergency appropriations as required for extended operations.
The Federal Bank of Nouvelle Alexandrie is authorized to provide necessary liquidity support for defense contractors and military suppliers.
PART IV OVERSIGHT AND REPORTING.
Article 6: Legislative Oversight.
The President of the Government shall provide monthly reports to the Cortes Federales on operational progress and strategic objectives.
The Defense Committee shall receive weekly classified briefings on ongoing operations.
Casualty figures and humanitarian impact assessments shall be provided in regular public reports.
Article 7: Protection of Civilians.
All military operations shall prioritize the protection of non-combatant civilians and shall distinguish between military and civilian targets.
Federal Forces are prohibited from deliberately targeting civilian infrastructure except where such infrastructure directly supports National Salvation Council military operations.
Humanitarian assistance programs shall be established for Oportian civilians affected by the conflict, including medical aid, food distribution, and emergency shelter.
Refugee assistance and protection programs shall be expanded to accommodate displaced persons fleeing the National Salvation Council, with processing centers established in border regions, where possible.
Safe corridors shall be established where operationally feasible to allow civilian evacuation from combat zones.
Federal Forces shall respect religious sites, hospitals, schools, and other civilian facilities unless they are being used for military purposes by National Salvation Council forces.
PART V CLOSING PROVISIONS.
Article 8: Commencement and Application.
This Bill shall apply to all of the Federation of Nouvelle Alexandrie and its Federal Forces.
This Bill shall not become law unless it has been given Royal Assent.
This Bill shall be published and made publicly available, except for classified operational annexes.
In the event any provision or part of this Bill is found to be invalid or unenforceable, only that particular provision or part so found, and not the entire Bill, will be inoperative.
