Unfortunately this arrangement meant in practice that the two most senior officials at the arsenal would report separately to [[Lors Bakker-Kalirion]] and [[Zacharias Avon-El]], both longstanding enemies whom not even the comprehensive [[Peace of Lapano|peace between their fathers]] could bring to enduring amity.

As of 1730 AN, the Board of Governance has been obliged to host a Coordinating Planning Officer, of tribunal rank, appointed by the Board of Ordnance, reporting ultimately to the Commission for War and the High Presidium of the Benacian Union.

History

Originated in an industrial archaeology programme intent upon salvaging technology and infrastructure related to the advanced and formidable rocketry programme of Minarboria. The arsenal would subsequently fall under the control of the Black Legions following the Kalirion Fracture.

The personnel who formed the arsenal had been augmented by the rocketry section of the ESB's own Design Bureau - who had ventured into the region to try and get a feel for the ambience of the place which had been so conducive to the efforts of the University of &zeter Amateur Rocketry Society back in the day.

Obliged to go to ground during the period immediately after the Modanese Emigration, the Design Bureau had been able to resume its work at the invitation of the Black Legions. With the focus of the Pact hierarchy now focused in on Lachmeren on account of the role Merensk now played as the headquarters of Benacia Command, the existence of small team of budding technology enthusiasts trying to recreate the glories of the past caught the attention of the powers-that-be. This resulted, in short order, in the lavishing of lines of credit and engineering support from Natopian industrial concerns. Whilst this support was welcome, perhaps less appreciated was the division of inspectorate troops and a commandant sent to secure the site and its rapidly expanding workforce.

Fruits of this labour would, in short order, include the AAM-1 Sonderwang, S-2 Standard Missile, and the S-3 Schlächter.

Somewhat unexpectedly, the ESB design team embedded at the arsenal would go on produce the blueprints and schematics for the Tormentor-class U-boat, developed between 1681 AN and 1683 AN. Their success in this role may be judged in that only one example of the type was built at the Amity Boatyards and repeat design work never proved to be forthcoming.

After this initial burst of energy, and in spite of deepening ties of technological cooperation with Javelin Industries of Nouvelle Alexandrie, the arsenal would stagnate, failing to continue innovation and instead focusing on schedules of production, maintenance, and testing that had been mandated by higher authorities which had subsequently grown disinterested and remote.

The arsenal has been a supporting, albeit peripheral, member of the Benacian Atomic Research Community since its establishment in 1722 AN.
