Since the culmination of the Benacian Reconquest, the ESB had maintained an industrial archaeology team on the site of former Minarborian coastal defence force in Šlomxala. All though efforts to sift and salvage ruinous old submersibles and thereby reconstruct a functioning high efficiency biomass digestor had come to nought the team had been augmented by the rocketry section of the ESB's own Design Bureau - who had ventured into the region to try and get a feel for the ambience of the place which had been so conducive to the efforts of the University of &zeter Amateur Rocketry Society back in the day.

Obliged to go to ground during the period immediately after the Modanese Emigration, the Design Bureau had been able to resume its work in 1671 as the Kalirion Fracture saw the region brought under the sway of the Black Legions. With the focus of the Pact hierarchy now focused in on Lachmeren on account of the role Merensk now played as the headquarters of Benacia Command, the existence of small team of budding technology enthusiasts trying to recreate the glories of the past caught the attention of the powers-that-be. This resulted, in short order, in the lavishing of lines of credit and engineering support from Natopian industrial concerns. Whilst this support was welcome, perhaps less appreciated was the division of inspectorate troops and a commandant sent to secure the site and its rapidly expanding workforce.

The System 3 Intermediate-range Ballistic Missile, assigned the codename "Schlächter " by the Military-Industrial Relations Bureau represented the project brought to fruition by the Šlomxala team, prototypes of which began production in the adjacent Šlomxala Arsenal and at the Dingo Engineering Aerospace Division's production facility in Cape Newport during 1673.
