Operation Haven Shield is an ongoing Raspur Pact humanitarian mission that began on 15.VI.1737 AN following the conclusion of Operation Northern Light. The operation was initiated by Keltia Command to manage the unprecedented refugee crisis resulting from the East Keltian Collapse, which saw millions flee from Normark and Anahuaco. Led jointly by Moorland and Nouvelle Alexandrie, the mission coordinates the extensive resources of seven Raspur Pact nations to process, support, and resettle displaced populations across member states.

The operation represents the largest coordinated humanitarian effort in recent Micran history, processing over 4 million refugees through over 28 dedicated processing centers. Initial efforts focused on the 275,000 evacuees from Operation Northern Light, but the scope rapidly expanded as continued instability in northeastern Keltia drove additional waves of refugees to Moorland. The National Qullqa System of Nouvelle Alexandrie serves as the primary logistics coordinator, while Moorland's northern ports function as the main processing hubs for new arrivals.
