Federico Eustaquio Mercurio de Garza is a New Alexandrian lawyer, soldier, diplomat, and politician currently serving as a Deputy of the Federal Assembly (since 1718 AN). He is a member of the Federal Humanist Party (FHP). He previously served as Secretary of State in the Paolo Antonio Aguilar administration from 1723 AN-1729 AN, and as the Mayor of Ciudad Real, Santander for 20 years from 1698 AN - 1718 AN. Mercurio was born on 22.X.1662 AN, in Rimarima, Wechua Nation, to Ignacio Mercurio and Luisa Fernandez, Alexandrian refugees from the Alexandrian province of Santander.

Early Life and Education

Federico Mercurio was born on October 22, 1662 AN, in Rimarima, Wechua Nation, a city that became a sanctuary for many families displaced from Alexandria following its collapse in 1651 AN. Federico's parents, Ignacio Mercurio and Luisa Fernandez, themselves children of Alexandrian refugees, met and later were married in Rimarima in 1661 AN. From an early age, Federico displayed remarkable intelligence and a diverse array of interests that made him stand out among his peers. His insatiable curiosity manifested in a voracious reading habit, embracing topics ranging from history and philosophy to science and law. He also showed an aptitude for oratory and debate, often engaging his teachers and classmates in thought-provoking discussions that belied his young age. His parents recognized his potential and nurtured his intellectual pursuits, even under the constraints of limited resources.

Federico's foundational education took place in small local schools in Rimarima, where he consistently topped his class and became known for his eloquence and analytical skills. Recognizing his extraordinary talents, he received scholarships that enabled him to attend the prestigious Royal University of Parap in the Wechua capital. Here, he delved deeply into academic subjects that had always fascinated him, ultimately choosing to specialize in law. Federico completed his undergraduate degree with honors and proceeded to earn his Juris Doctorate from the same institution, laying the educational groundwork for his future career in law, politics, and public service.

Military Service

Mercurio answered the call to arms in 1681 AN, serving in the Wechua Nation's military which was later incorporated into the Federal Forces of Nouvelle Alexandrie. Over the course of his service, he rose to the rank of Captain and participated in various key operations to defend against incursions from the Keltian Green. He was a tactical savant, combining rigorous discipline with innovative stratagems. His valor in the field was recognized through several awards, including the King's Heart and the Savior's Medal, conferred upon him by King Manco Capac I in 1687 AN.

Diplomatic Career

In 1689 AN, Mercurio transitioned to diplomacy, commencing his diplomatic tenure as a Junior Attaché at the New Alexandrian embassy in Petropolis, Constancia. His diligent work, particularly in strengthening bilateral trade agreements, caught the attention of his superiors. By 1690 AN, he had climbed the diplomatic ladder to become the Deputy Ambassador, specializing in the Euran Economic Union and fostering diplomatic ties between Constancia and Alduria-Wechua.

Political Career

Mayor of Ciudad Real, Santander

Mercurio first ventured into the political arena after he moved to Ciudad Real, Santander in 1693 AN. Running under the banner of the Federal Humanist Party (FHP), he won the Ciudad Real mayoral elections in 1698 AN during a fiercely contested election against four other candidates. He won the first round with 38.9% of the vote. In the second round, Mercurio won with 51.2% of the vote. Mercurio embarked on an ambitious journey to elevate the quality of life in Ciudad Real upon his election. His administration swiftly laid out a comprehensive urban planning and renewal agenda, appropriately named the "New Dawn Initiative." The initiative led to the establishment of several state-of-the-art public libraries, equipped not just with books but also with digital resources and community spaces, thereby turning them into hubs for education and social interaction. Mercurio also oversaw significant upgrades to the public transport system, including the introduction of electric buses, more frequent public transport services, and the expansion of bike lanes. Perhaps most striking has been Mercurio's focus on housing during his term as Mayor. His administration enacted policies that incentivized the construction of large affordable residential complexes called Ciudadelas. This project not only alleviated the city's homelessness problem but also strengthened its sense of community. Throughout his tenure, Mercurio's governance has been characterized by a meticulous attention to detail, an unwavering commitment to ethical conduct, and a passion for enhancing communal well-being. His mayoral stint is not merely an extension of his public service but a transformative epoch in the history of Ciudad Real, lasting for 20 years from 1698 AN to 1718 AN. Mercurio was re-elected as Mayor in 1703 AN (during a particularly difficult election for the FHP), 1708 AN, and in 1713 AN.

Deputy of the Federal Assembly for Santander

In 1717 AN, Mercurio announced that he was not running for re-election as Mayor of Ciudad Real in the 1718 AN elections. Instead, he turned his eye towards national office, winning a seat in the Federal Assembly for Santander for the FHP. As a Deputy, Mercurio distinguished himself as an articulate and incisive advocate for democratic governance, individual liberties, and a hawkish pro-Raspur Pact foreign policy.

Secretary of State of Nouvelle Alexandrie

In 1722 AN, Secretary of State Maximinus Kerularios (FHP) announced that he would retire as Secretary of State of Nouvelle Alexandrie and Deputy in the Federal Assembly. After the 1723 general elections resulted in a FHP minority government, Federico Mercurio was nominated to succeed Kerularios as Secretary of State of Nouvelle Alexandrie. He served as Secretary of State from 1723 AN until 1729 AN, when the FHP was swept from power in the general elections of that year. As Secretary of State, Mercurio was best known for his continued development of close diplomatic relations with Natopia, Oportia, Constancia and the Benacian Union.

Following the defeat of the FHP in the 1729 general elections, Mercurio returned to the FHP backbenches.

Personal Life

Federico Mercurio is married to Christina Loubriel. They share two children, Felipe, born in 1688 AN, and Gabriela, born in 1689 AN. The family resides in Ciudad Real.
