'He/She Who is Made Leader of the Land') or Yang di-Pertua Wilayah (Jawi: يڠ دڤرتوا ولايه, lit. 'He/She Who is Made Leader of the Territory'). This constitutional title is given to the head of state regardless of whether a territory has a monarchy or not because Phinbella is a realm in the Order of the Holy Lakes which is structured as a federation with a parliamentary republic system. The constitutional title is also applied to the hereditary monarchies which ruling a territory (such as Halim, Drusselstein, Manschūhōria and Shandānø'kaí) where he will rule for life while divided into three-year terms for ceremonial purposes.
