The First Secretary of State of the Order of the Holy Lakes is the chief executive of all territories held in right by the Order of the Holy Lakes, in other words, Hurmu. Originally created as a position in the Executive of Hurmu in 1710, it was the second-most senior position in the Cabinet after the prime minister and the deputy prime minister. The first secretary was considered the foremost representative of the Senate majority on the cabinet.
After the defeat of the socialist faction during the 1719–1720 Hurmu civil conflict, prime minister Annika Raudsepp escaped to Cerulea, leaving the position of the prime minister vacant. The First Secretary thus became the acting prime minister, and on 17.XIII.1720, through the enactment of the Charter for the Order of the Holy Lakes, replaced the position of prime minister as the highest executive official in Hurmu.
