It is displayed on the front and rear of all private and commercial motor vehicles in Phinbella including bicycles and traditional vehicles, as required by transport laws. This number plate is issued by the Driver and Vehicle Licensing Agency (Phineaner: Agensi Pemandu dan Perlesenan Kenderaan; abbr. Ph-DVLA) which is an agency under the Phinbellan Department of Road Transportation (Phineaner: Jabatan Pengangkutan Jalan Phinbella; abbr. JPJ), where it regulates and administers the issuance of all number plates.
