The Xinshi Emperor, or Houdezaiwu, or Xinshi Heavenly Light, is the heir apparent to the Jingdaoese imperial throne. She was born in 1679 AN as the daughter of the Chidao Emperor and former imperial steward Song Chidao and has three younger siblings. The name Xinshi (Istvanistani: New life) Emperor is derived from the belief that she is a reincarnation of the Ci Emperor. Her given name Houdezaiwu means With great virtue one can take charge of the world in Istvanistani. Privately she is called Sisera.

Xinshi became Heavenly Light and Emperor (as the title of Empress didn't exist) of the Great Jing Dynasty during the Post-Chidao Troubles. Unprepared for the daunting task of stepping in her fathers footsteps, she became victim of the struggle between several factions within the Imperial Palace. Even when the Empire was collapsing into several warlord factions, she was put under house arrest - together with the Diwang and most of the Grand Secretariat - as long as the investigation of the disappearance of the Chidao Emperor hadn't been solved.

On 1.XIII.1695 AN, she eventually rose to the Throne. Just like the Ci Emperor destroyed the Empire on Cibola, she was blamed by critics to be well underway to destroy the Jingdaoese Empire on Apollonia. Tired of all the pressure, she agreed to a plan of her closest companions, to unite the nation with Çakaristan and pacify the rebels through renewed support for a more democratic, large multicultural empire. The plan backfired when neither Kildari nor Jing showed much enthusiasm for the union. Nonetheless, the temporary stabilisation of imperial inner court politics and successes of Operation: Nae jeevan kee raksha allowed Xinshi to re-unite most of the Empire behind her and push for a referendum on the establishment of the Great Apollonian Empire. Most provincial governors, having gotten used to their larger autonomy from the central government hoped that the newly established empire would at least allow for more autonomy, while others loathed the idea but were bound to their oath to follow the Heavenly Light.

In 1700 AN, the Xinshi Emperor remained head of the Jingdaoese Community. As religious leader, she still held the most powerful and influential position in the west of Great Apollonia.

After the Second Kildarian Revolution, Xinshi seemed to silently accept the syndicalist take-over. This, however, was just a bid for time, as in 1707 AN, the Tegong launched a coup in which all important syndicalists were burned alive during the Fortuitous Immolation. She did not return to power, but endorsed the reintegration of the realm into Shireroth.

Since 1707 AN, the Xinshi Heavenly Light acts as most important religious figurehead in the eastern parts of the Imperial Republic. Attempts to strengthen ties between Tianchaodao and Cedrism were made under Her tenure. Chidaoists see this move as a confirmation of the more extreme Chidaoist cultist thoughts, as those predicted that the Chidao Emperor would be the last Heavenly Light and Emperor.
