Private roads and properties

Byalic law strictly cites vehicle registration plates are only needed for driving on the public roads, and doesn't obligate them on private roads and properties - for instance, almost all agricultural workers who own one or more but continuous pieces of agricultural land choose not to register their agricultural vehicles because they do not use the public roads but are only operated within the private property. In case of a need for usage of public roads by such vehicles, they are either towed by a registered vehicle or issued temporary plates.
