Lessons of the Aristarchus Years
"Lessons of the Aristarchus Years" was a report published in VI.1746 AN by a Frenzy committee examining the policy failures of the Administration of Chancellor Emmanuel Aristarchus (1742 AN–1745 AN). The report provided the intellectual foundation for the constitutional reforms that established the Upper Frenzy in 1751 AN.
The committee documented three principal failures: the Natopian Withdrawal from Whales, which it characterized as a hasty abandonment of Natopian citizens that damaged imperial prestige; the Universal Compact ratification, achieved through brutal party discipline that fractured the governing coalition; and the isolationist foreign policy during the Oportian crisis, which strained Raspur Pact alliances and brought the government into conflict with Empress Vadoma I.
The report recommended structural reforms to prevent populist majorities from enacting major policy changes "over expert objection and public protest." These recommendations informed Chancellor Isabella Betancourt's proposal for a Constitutional Review Commission in X.1746 AN, chaired by former Chancellor Arjuna Dhritarashtra, which ultimately produced the bicameral reform approved by referendum in 1751 AN.
