The Universal Compact (Nats: "(v_\Э2ZџΔ ]:w*џ]V") is a formal treaty between Natopia and Universalis that affirms the free association relationship between the two nations. The compact spells out Universalis' choice of freely being admitted to Natopia as a demesne and the stipulations by which it may, if it so desires, secede from the Bovic Empire and re-assert its status as a fully independent nation. This has not been necessary for many years, as both nations benefit from the relationship, but it is a point of pride for the fiercely independent Universals who are among the oldest nations on Micras.

and the Technocracy of Universalis
The Bovic Empire of the Natopian Nation and the Technocracy of Universalis, affirming their desire to remain in mutual free association to the benefit of both countries, and for that purpose appointed as their plenipotentiaries, for the Bovic Empire of the Natopian Nation, Emmanuel Aristarchus, Chancellor of Natopia, and for the Technocracy of Universalis, Dr. Hans Frier, Chair of the Universal Committee of State, who, duly authorized by their respective governments, and having communicated to one another their credentials, found to be in good form, have agreed as follows:
Article 1
Upon the exchange of the instruments of ratification of this treaty, which shall occur as soon as possible in the City of Aristarchus, the Technocracy of Universalis shall, by free association, agree to accept the governance of Natopia within the Bovic Empire as an autonomous demesne, retaining full sovereignty of its own government, but recognizing the Empress of Natopia as ceremonial head-of-state.
Article 2
- Universalis shall maintain its inviolable territorial integrity over the whole of Lavalonian Peninsula as indicated in Appendix A.
- Universalis shall maintain its technocratic laws with the right to exercise administration over its own lands as accorded by the articles of its own government with exception to foreign affairs, military and in recognizing its head-of-state as mentioned in Article 1.
Article 3
- Natopia agrees to allow Universalis the right to secede should they choose to do so by a majority vote of the populace and by granting Natopia a full year notice of intent.
