Lesbian, gay, bisexual, and transsexual rights were widely respected in Elwynn in the years prior to the Second Elwynnese Civil War. Same-sex marriage was legal and many laws existed to protect the rights of LGBT people in Elwynn. It was once estimated that LGBT people represented between 5–10% of the Elwynnese population, although there were reported occasions of same-sex sexual activities during the Roqpin summer months, especially amongst people of Elw heritage.

This situation was terminated by the the Scouring, which saw the final and complete downfall of Ayreonism in Elluenuueq.

In the present era the policy of pragmatic toleration has taken root. The Union-State delegates social questions to the constituent realms, insomuch as these do not contradict the Union Covenant, and the Civil Executive in Elluenuueq has, since the civil war and subsequent reconstruction period had more pressing concerns than the self-expression of subjects. As such, excepting overtly political demonstrations which might attract the attention of the Benacian Censorate or the Magisters-Carnifex, the question of what is or is not considered tolerable is left largely in the hands of the lowest tier of local government.

There are institutional mass movements, such as the Nationalist and Humanist Party and the approved faiths governed by the United Ecclesiastical Corporation of Benacia, which uphold a socially conservative line. This, however, is balanced by the profusion of paradise districts and flower streets which serve as zones of toleration under the protection of the Guild of the Lotus.

In general terms, meritorious subjects are accorded reasonable discretion, and the further up the hierarchy the meritorious subject advances the greater the degree of discretion that is accorded.

Conversely, protected persons are unlikely to have much in the way of opportunities for self-expression beyond local and informal arrangements within their barracks and habitation units.

Rumours persist around certain public houses, practically the only venues where protected persons and meritorious subjects are permitted to be in near proximity. However these are governed by the terms of the social truce[1], so even the Magisters-Carnifex tend to accord such premises a certain level of forbearance.
