Following the formation of the Kingdom of Moorland in 1718 the young nation found itself under increasing raids by the Confederacy of the Dispossessed. Moorland's predecessor, Nova England, had also formerly been a longstanding member of the pact. Further, Moorland shares Nova English heritage with the Warring Isles, currently under the benevolent administration of the Benacian Union, another pact member. Beseeching the community for support against the terrorism of the Dispossessed, Moorland officially dispatched a representative to the pact to request accession. As of X.1718, the kingdom cordially awaits the decision of the pact members.
On 3.X.1718 the Pairlament issued a ratification of the Raspur Pact and the provisions of the founding treaty regulating the freedom of movement, freedom of trade, and mutual guarantees concerning the security of the signatory parties, which was provisional pending the formal acceptance of the kingdom within the pact.
On 4.X.1718 the Benacian Union and Normark signalled their support for the accession, and their willingness therefore to act as co-sponsors before the Permanent Commission.
The formal vote on accession duly began in the fifth month of 1719 AN.
