Agenda

The four leaders signed the documents establishing the creation of the convention, which had been worked on by diplomats from the four nations in the years prior and for which all four countries' respective parliaments had voted through prior to the summit. Unlike later summits, which served as an arena for tackling issues, this summit was largely a celebration and a photo op for the respective leaders to welcome in the new economic bloc.
