Operation Everlasting is the rumored continuity of government operation plan for the Government of the Imperial State of Constancia.

It is said to have been implemented during the period known as The Scouring, during the period 20.XIV.1695 to 22.XIV.1695 and immediately thereafter.

History

Operation-plan Everlasting is said to be a derivative of Projects RED POPPY, MAD COW, MAD DOG, MAD HATTER, PURPLE HAT, GOLDEN CROWN and SHINY DIADEM, among others, all under the purview and supervision of the Director of the very secretive Project Management Office, Ministry of Defense, by virtue of an Autokratorial Decree bearing date at 18.XI.1658, and have been religiously adhered to and updated, since then.

Succession to the Office of Autokrator of Constancia

Information from sources claim that this operation plan involves the invocation and use of a dormant commission in the event of the death, capture, or incapacity of the present Autokrator of Constancia, and while no individuals are specified, it is easy to speculate that the Autokratorial succession includes the Princess Esmeralda al-Osman, the commander of the Trans-Euran Command of the Raspur Pact, Imperial Senator Sarah Dravot-Osman in her capacity as Chair of the ESB Group, and the Khan and Grand Vizier of Raspur. That said, the Basilinna, if still surviving, or her successors, may exercise the Imperial Prerogative to appoint a new Autokrator of Constancia from among her subjects. Sources claim that the order of succession to the office of Autokrator of Constancia is sufficiently robust that the Imperial State of Constancia survives so long as a single Constancian subject is still breathing.

Succession to the Office of Mesazon

The Mesazon is appointed by the Basilinna, and by tradition is the leader of the political faction that commands a majority in the Imperial Synkletos. The Mesazon also nominates the remainder of the Ministers, who are also appointed by the Basilinna, and like the Mesazon, all of them serve at her pleasure. By tradition, a new government is appointed at the inauguration of a new Imperial Synklētos, immediately after the Basilinna or Autokrator delivers the Speech from the Throne.

Ministers are primarily responsible to the Mesazon, but all of them, including the Mesazon, are collectively responsible to the to the Autokrator, who rules on behalf of the sovereign and possesses all of her prerogative powers.

In theory, any Imperial Constancian subject of adult age may be appointed Mesazon by the Basilinna, or by the Autokrator, although present convention (but not law) limits this appointment to an elected Dikastis or appointed Imperial Senator of the Imperial Synkletos.

Succession to the Office of the Foreign Minister

A Question Hour in the Imperial Synkletos revealed that there existed an order of succession to the position of Foreign Minister, where in the absence of senior deputy ministers, deputy ministers, and bureau directors, ambassadors of the Imperial State of Constancia throughout Micras were to assume the portfolio until such time that a new foreign minister was appointed.

Succession to the Office of the Minister of Defense

It is surmised, but not confirmed, that the order of succession to the position of Minister of Defense, in the absence of senior deputy ministers, deputy ministers, bureau directors and other Ministry officials proceeds in accordance with the military chain of command, where the most senior general officer, and if need be, field officer or commissioned officer, assumes the portfolio until such time that a new Minister of Defense is appointed.

Succession to the Office of the Minister of the Interior and Local Government

Another Question Hour in the Imperial Synkletos revealed that there existed an order of succession to the position of Minister of the Interior and Local Government, where in the absence of senior deputy ministers, the Minister for Aqabah, Minister for Molivadia, Minister for Raspur, deputy ministers and bureau directors, other appointed minor officials of the Ministry were to assume the portfolio until such time that a new minister was appointed.
