The Edict for the Improvement of Culture in the Benacian Union was passed by the Congress of Chryse on 7.IX.1699 AN, receiving the assent of the High Presidium of the Benacian Union on the same day. The Edict was promulgated on 11.IX.1699 AN through publication in the Gazette of the Chryse Chronicle.

Purpose of the Edict

  • Vested the supervision of cultural works in an institution known as the Benacian Censorate;
  • The Benacian Censorate to maintain an office in every Autonomous Republic and Governorate within the Benacian Union;
  • The Benacian Censorate to coordinate with the bailiwick-level establishments maintained by the Guild of Magisters-Carnifex and the United Ecclesiastical Corporation of Benacia throughout the Benacian Union;
  • The Benacian Censorate to be headed by a Lord High Censor of Benacia, appointed by the High Presidium of the Benacian Union;
  • The duties of the Benacian Censorate to include:
    • The issuance of Content Creation Licences to vetted authors, composers, directors, producers, screenwriters, singers, songwriters, and users of the Benacian Data Network;
    • The issuance of the nihil obstat and imprimatur declarations that a work is free of doctrinal or moral error and can be released for publication;
    • The collection of dues, fees, and fines, from licenced Content Creators;
    • The persecution and eradication of unlicensed content creators and their works.
