Elwynn

Many criminal groups in Elwynn originally began as movements in opposition to the Daemonic Vanic State established in Elwynn by the House of Ettlingar Freyu from 1623 to 1651. As such their initial forays into criminality were as a means to generate the revenue streams necessary to sustain their anti-regime operations. Over time however, as the forces of the Vanic State thinned out the ranks of the idealists and the ideologically motivated, the survivors, embittered and pragmatic, focused their energies maximising revenues from their various enterprises as an end in itself.

The expansion of organised crime in Elwynn has been driven by the collapse of government authority following the Auspicious Occasion and the large number of demobilised and unemployed UDF servicemen, cudgellers, and guardsmen available to hire as foot-soldiers on account of the frequent and disruptive interventions of Imperial Forces in the region.
