The following is a list of Orders issued by the Council of Perfecti, the executive of the Garden of Kalgachia.

Byeday Harvestrise 30th, 156 AL	Ratification of the Slavegate Treaty	WHEREAS certain written undertakings to refrain from military aggression have been obtained from the Imperial Republic of Shireroth in the form of the Slavegate Treaty of Peace and Civility, AND WHEREAS this does not necessarily exorcise the spectre of Shirerithian invasion yet does give pause to hawkish elements in Shirekeep by significantly increasing the level of legal and moral turpitude required to perform such a heinous act, thus representing a net good to the Garden of Kalgachia, AND WHEREAS certain legal entities incorporated by the aforesaid treaty are liable to afford further benefit to the Garden of Kalgachia, AND WHEREAS the reciprocal commitments of the Garden of Kalgachia in the service of the aforesaid treaty are judged to be of negligible harm to the free exercise of Kalgachi sovereignty in view of the benefits obtained, 1. THE COUNCIL OF PERFECTI duly enacts and declares the ratification of the Slavegate Treaty of Peace and Civility on behalf of the Garden of Kalgachia. 2. The copy of the aforesaid treaty so ratified by the Council of Perfecti is to be conveyed to the town of Slavegate in the Lieutenancy of Katarsis where, in accordance with the provisions of the treaty, it will remain until it can be released into the custody of officials of the Shirerithian Ministry of the Exterior in exchange for the Shirerithian copy ratified by the Landsraad. 3. One Konstantin Shazarovich Rufin, Chief Emissary of the Directorate of the Tumultuous Wastes, is granted a bounty of One Hundred Kalgarrand in recognition of his work upon the aforesaid treaty.
Byeday Harvestrise 20th, 155 AL	Issuance of Armaments Production Licence	WHEREAS a market for boutique firearms has arisen elsewhere on the Benacian continent, AND WHEREAS it is incumbent upon the Directorate of Labour and Economic Planning to diversify the Kalgachi export portfolio as it matures through the stages of Minarborian asset recovery and Froyalanish labour savings such that the improvement of the Kalgachi standard of living is sustained, AND WHEREAS the export of boutique firearms does not necessarily emperil national security as was the case with certain larger armaments contracts during the Minarborian era, 1. THE COUNCIL OF PERFECTI hereby authorises the Directorate of Labour and Economic Planning to issue licence for Assayer Armaments of Shireroth to put the Fischer-Preiss No.1 Semi-automatic carbine back into production, retaining all aspects of walnut stock, differential tempering, hand-tooling and milling which distinguish that model from its cheaper cousins. 2. The Directorate of Labour and Economic Planning is authorised and commanded to marshal such experienced gunsmiths from Kalgachi munitions factories as are necessary to establish a new production regime for the Fischer-Preiss No.1, and to dispatch them to the Shirerithian city of Avakair with such critical blueprints, tooling and dies as are necessary for same, their passage facilitated wherever possible and diplomatically appropriate by assets of the Directorate of the Tumultuous Wastes. 3. The licence is issued on the condition that Assayer Armaments limits production of the Fischer-Preiss No.1 to one hundred articles per annum Nortone. 4. The Council of Perfecti graciously accepts the sum of one Ryker (100 persons) of contractually-obliged Froyalanish labourers per annum Nortone offered by Assayer Armaments as a licence fee. The individuals concerned shall be integrated within the Directorate of Labour and Economic Planning's Central Labour Pool and assigned as the Directorate sees fit. 5. Pursuant to the requests of certain gentlemen of numismatic expertise in the Avakair locality, the visiting delegation of Kalgachi gunsmiths shall release into the posession of said gentlemen a gratuity of one Kalgarrand plus one coin of each Kalgarrand subdenomination, such that their metallurgical qualities can be assessed and confirmed in the interests of wider numismatic integrity.
Rustleday Harvestrise 3rd, 154 AL	Statement on the Xhusor Independence Referendum	WHEREAS it has recently become fashionable for nations to pass comment on the prospect of an Independence Referendum in the restive Florian province of Xhusor, NOTWITHSTANDING the fate of the Apollonian peoples being of near-zero cultural or geopolitical relevance to the Garden of Kalgachia, a landlocked Benacian state, and OBSERVING that other Micran powers do not appear to consider their own distance from the situation to be in any way an obstacle to the lodgement of official comment, AND WHEREAS the Kalgachi state, transitioning as it is from the existentially perilous to the comfortably bureaucratic, has nothing better to do at this time, 1. The COUNCIL of PERFECTI hereby authorises and commands the Directorate of the Tumultuous Wastes to convey a statement on the Xhusor Independence Referendum to such foreign media organisations as are willing to report it. 2. The Directorate of Education and Outreach is similarly authorised and commanded to broadcast said statement on the hourly news programme of Summit 1 Radio. 3. The content of said statement shall be as follows: + + + For all the shock tactics and barbarism of the Xhusor Liberation Army, it must not be forgotten that regional seperatism is ultimately a manifestation of a government's failure to provide for the moral and material welfare of a given population - whether by ethnic bigotry, technocratic indifference or sheer incompetence. That the Florian Republic's oversight in this regard has festered long enough to provoke armed uprising can only reflect badly on the government of that Republic, and indicates above all other things an accumulation of metropolitan hubris which has long since exceeded the bounds of sustainability. That the more moderate seperatists of Xhusor have, by announcing an independence referendum, made a noble attempt to divert the frustrations of Xhusor's people into a more peaceful form is to be commended - that the Florian government has chosen to respond by deploying troops to prevent such an initiative effectively signals its refusal to resolve the situation by peaceful means, forcing the people of Xhusor to commit fully to armed conflict as the only means of expressing themselves. One can only assume that this sequence of events has been deliberately set in motion by powerful elements within the Florian deep state, representing whatever passes for a military-industrial complex in that nation and standing to gain immensely in wealth and influence as a result of the Xhusor conflict's continuation. The only other explanation for so openly crushing Xhusor's only hope of peace would be strategic stupiudity of the highest order. Being far removed from events on the ground however, the Garden of Kalgachia remains undecided as to which of these scenarios is applicable in Xhusor's case.
Pleaseday Summerhigh 29th, 150 AL	The Two Year Plan of 150-152 AL	WHEREAS the recent expansion of the Kalgachi frontier, comprising an approximate doubling of Kalgachia's territorial holdings, shall require renewed effort in development of effective governance unprecedented since the snowflake banner was first raised on the summit of Mount Octavian, 1. The COUNCIL OF PERFECTI hereby confers upon each principal institution of the Garden of Kalgachia a second TWO YEAR PLAN, to be effected in its greater part within two years Anno Libertatis of this order, as follows: a) For the Troglodyti, objectives occluded which are witheld from the public versions of this order. b) For the Church of Kalgachia, (i) the completion of the subdivision of the Lieutenancies of Jollity, Schlepogora, Lithead and Bergburg into Marches and Parishes in accordance with local conditions, and (ii) with regard to the unique religious heritage of Bergburg, the incorporation of those elements of ancient Ashkenatzi ritual as would be viable in syncretic subjection to the Ketherist faith in accordance with Chapter the Third, Article the Second of the Oktavyan Code. c) For the Kalgachi Defence Force, (i) the systematic recruitment, training and mobilisation of the settled and itinerant populations of the newly-acquired Lieutenancies into local KDF regiments, (ii) the strengthening of informal contacts between the command of the Special Purpose Regiment and anti-Froyalanic elements within Mishalan, chiefly those serving with the Konkordskaya Bratva, the Provisional Mishalanski Government and sympathetic organs of the Imperial Shirerithian government, with a view to the co-ordination of long-term contingencies against legal and/or kinetic attempts by the Elwynnese Union and its Froyalanic suzerains to reverse the ongoing liberation of Mishalan from Vanic dominion. d) For the Prefecti, the assumption of responsibility for Kalgachia's border controls and immigration process, entailing the establishment and resourcing of all neccesary administrative organs both public and occluded. e) For the Directorate of Public Works, (i) the construction of secure underground barracks and depots for new military units arising from the implementation of the abovegiven KDF obligations, (ii) the construction and/or repair of elementary roads connecting the newly-acquired Lieutenancies with Kalgachia's central territories, and (iii) commencement of tunnelling operations for an underground railway loop connecting the cities of Katarsis, Bergburg and Jollity, for civil and military use, incorporating about its approximate centre a series of deep-level installations intended for continuity of governance in the event of the destabilisation or loss of Kalgachia's eastern territories, under the codename WESTNEST. f) For the Directorate of Labour and Economic Planning, (i) the priority assignment of Kalgachia's strategic labour reserve to arable cultivation or herding on the tillable hill country and pastures of Schlepogora, Lithead and Bergburg, sufficient to bring about the conclusive end of the Kalgachi Hunger Problem, plus (ii) the rationalisation of Kalgachia's gold mining assets with a view to the production, assay and secure stockpiling of bullion at a minimum rate of 150 metric tonnes per year, and the assemblage of all necessary assets and protocols for the use of said reserves in international trade. g) For the Directorate of Education and Public Outreach, (i) the development of HF-spectrum transmission technology sufficiently refined to permit the ionospheric skip propagation of a clear 625-line television signal, such that the entirety of Kalgachia and its limitrophes can be reached without the difficulties of line-of-sight UHF propagation and/or the costly construction of a cable network in Kalgachia's rough topography, precedent to (ii) the establishment of a radio-televisual media complex for the dissemination of wholesome information, education and entertainment to the Kalgachi people and their Benacian neighbours, affording (iii) a duplication of any resulting transmission apparatus for miscellaneous high-power uses by the electronic warfare units of the Kalgachi Defence Force, under the codename AISTNAKRYSHE. h) For the Directorate of Health and Public Welfare, (i) organisation of the agricultural labour force assigned to newly-acquired territories by the DLEP, the oversight of resulting food production and the distribution of said food in a manner most efficient to arrest the nutritional deficiencies of given communities, plus (ii) the establishment of "Smile Because it Happened," a programme of psychiatric assistance for those Kalgachis afflicted by sustained emotional disturbance from their experiences during the collapse of the Empire of Minarboria. i) For the Directorate of the Tumultuous Wastes, (i) the establishment of a permanent diplomatic presence in the Shirerithian capital, sans treaty, of such extent as the local authorities will permit, with a view to (ii) the establishment of same on the territory of those powers eventually establishing a presence in the moribund Minarborian Shrublands, these things in concert with (iii) objectives occluded which are witheld from the public versions of this order.
Helloday Summerhigh 23rd, 149 AL	Expansion of the Kalgachi Frontier	WHEREAS the Jollity of Toastytop has been reconnoitred and found eminently suitable for inclusion into the Garden of Kalgachia, AND WHEREAS there has been a settlement of refugee populations around Kalgachia's limitrophes in general but Western Novodolor in particular, possessed as they are of viable agricultural land and a desire for the protection of a sovereign state against the ravages of mutant fauna and rampant criminality, AND WHEREAS the Garden of Kalgachia is now in a position to provide that protection, 1. THE COUNCIL OF PERFECTI hereby asserts claim upon the following territories, with a view to their inclusion within the Garden of Kalgachia: a) The Jollity of Toastytop in its entirety, to be renamed the Lieutanancy of Jollity, with the relevant Lord Lieutenant's title and office held in trust on behalf of he who is known and beloved by all the Minarborian diaspora as Lord Toastypops the Jolly Reaper, or else the first identifiable relative of his line, in sure and certain hope that he or they may someday return to take up the lantern of jollity and shine its light once more upon Benacia's benighted masses, b) An extension of the Lieutenancy of Katarsis into Southwestern Highbloom as far as the Shirerithian frontier, c) An extension of Kalgachi territory into Western Novodolor, incorporated as the Lieutenancy of Schlepogora and administered from that town. d) An extension of Kalgachi territory into northern Whisperwood, such as the docility of the local biome might permit, administered from the town of Lithead and incorporated as a Lieutenancy of the same name, e) An extension of Kalgachi territory into Eastern Vollity, administered from the town of Bergburg and incorporated as a Lieutenancy of the same name. 2. Byeday Summerhigh 17th, 149 AL	Assistance in the Liberation of Mishalan	WHEREAS events in Shireroth may soon create a possibility for the return of Kalgachia's Mishalanski diaspora to their homeland, AND WHEREAS the original passage of said diaspora to Kalgachia was much afflicted with deadly attacks by mutant fauna turned loose by the collapse of the Empire of Minarboria, requiring a greater degree of protection on their return trip, AND WHEREAS upon return to their homeland, said diaspora will require the means to fully dismantle the oppressive apparatus of the Elwynnese throne and the Vanic Temple, and to evict the asset strippers of SEKEF and the Froyalanish landlords who have stolen their homes and collective property, AND WHEREAS the containment and rollback of the Froyalanish juggernaut, like the Ocian threat of old, has increased in urgency to become the concern of the entire Benacian continent, 1. THE COUNCIL OF PERFECTI hereby authorises the creation of the Konkordskaya Bratva, a league of Mishalanski exiles committed to the recapture and purgation of their homeland from all Froyalanish and Amokolian puppet influences. 2. The Konkordskaya Bratva is to be led by displaced commissars of the Soviet Mishalanski security forces, trained and equipped with small arms by the Kalgachi Defence Force. 3. Those cavalry bears brought to Kalgachia by Mishalanski refugees will be starvation-trained in the tracking and devouring of persons bearing the combined scent of mead and tumescent genital seepage - the olfactory hallmark of the Froyalanish race - and integrated into the Konkordskaya Bratva with their riders for future operations within Mishalan. 4. The Konkordskaya Bratva will remain on standby to return to their homeland as soon as is politically feasible, to assist Shirerithian imperial authorities in the restoration of order to Mishalan's rural and frontier areas, monitoring and if necessary enforcing any legal obligation on the part of the Elwynnese Union which may arise concerning the withdrawal of Elwynnese control in Mishalan and the reversal of its accumulated effects.
Pleaseday Summerhigh 9th, 148 AL	Military Operations on the Moribund Shrublands, Phase Two	WHEREAS Operation Credulity's Edge has secured its objective of proving the supinity of the rump Minarborian state in the face of Kalgachi interests sufficient to prove Kalgachi sovereignty as a matter of cartographic record, AND WHEREAS this development has entailed a shift of priorities toward reconnaissance and prospecting operations in Kalgachia's more immediate limitrophes, 1. THE COUNCIL OF PERFECTI hereby instructs the Kalgachi Defence Force to terminate Operation Credulity's Edge, to withdraw the entirety of its presence from the ruined Shrubbery of Sansabury, and to forever leave the fabled abode of the shrub Minarbor and his blue-haired keeper to the cruel vicissitudes of fate, this without prejudice of the right of the Chairman of the Council of Perfecti to continue speaking for the Minarborian rump state on the international stage until he sees fit to relinquish that duty. 2. The Council of Perfecti instructs those forces released from Sansabury to establish standing patrols in the highland regions of Western Novodolor, Northern Whisperwood, Eastern Vollity and Western Highbloom, in such patterns and dispositions and with such reinforcements as the High Command of the Kalgachi Defence Force sees fit, and for its contituent units to be assigned a rota for periodic leave in Kalgachia proper as recognition for the sacrifices exacted during their prolonged and ongoing deployment. 3. The Council of Perfecti further instructs the High Command of the Kalgachi Defence Force to undertake preliminary reconnaissance, training, marshalling and briefing of its forces for the purposes of enacting the annexation of the holy land of Toastytop, in a manner as sensitive and civil as possible to any remnants of the administration of Lord Toastypops or his army of jolly minions residing therein.
Byeday Summerise 23rd, 146 AL	Asylum for Mishalanski Refugees	WHEREAS the throne of Shirerithian Elwynn has, under the guise of retribution for the perceived excesses of Mishalan's defunct ergatocratic regime, seen fit to pursue the systematic eradication of the Mishalanski identity pursuant to said throne's ongoing programme of Froyalanic homogenesis, AND WHEREAS those disenfranchised by the imposition of such alien rule might reasonably consider their current welfare emperilled by association with the previous regime and their previous fealty to the Imperial Republic of Shireroth rendered forfeit, AND WHEREAS such individuals may consider their welfare and personal dignity better attended outwith the jurisdiction of the above polities, 1. THE COUNCIL OF PERFECTI hereby extends the offer of asylum to those emperilled individuals capable of escaping the region of Mishalan and transiting the ungoverned wastes of the Minarborian Shrublands to contact Kalgachi troops or reach the Kalgachi border itself. 2. Such individuals shall be free to practise an amended form of ergatocratic existence under the communal auspices of Kalgachia's monasteries, subject to the renunciation of certain strains of their previous ideology such as hard materialism, the abolition of the family unit, proletarian internationalism and other causes contrary to the natural order of the Garden Ketheric. 3. Of such individuals, priority of entry and settlement shall be granted to those skilled in engineering, agronomy, medicine or martial affairs, who shall receive the designation of 'Proletarian Specialist' and assigned to the appropriate training cadres of the Kalgachi government to assist in the development of national infrastructure. 4. Kalgachi military forces operating in Highbloom and Novodolor are authorised and instructed to use any level of force necessary in defending such formations of Mishalanski refugees as they may encounter against obstruction, detention or liquidation by Shirerithian or Elwynnese forces operating outside Shirerithian borders.
Byeday Summerise 18th, 146 AL	Military Operations in the Moribund Shrublands	WHEREAS a certain supranational mapping organisation has insisted upon the control of the Shrubbery of the defunct Empire of Minarboria by elements sympathetic to Kalgachi sovereignty, for a little over two years Anno Libertatis, as a condition of said organisation's recognition of said sovereignty, AND WHEREAS aerial reconnaissance by Whirdlebirb helicopters indicates that the Shrub Minarbor has been removed from the Imperial Palace courtyard of said Shrubbery, presumed evacuated to the region of Whisperwood by hardline remnants of the dissolute Church of Minarbor, AND WHEREAS as a consequence the local defence of said Shrubbery appears to have been discontinued aside from the inevitable attentions of looters and religiously-fixated lunatics, 1. The COUNCIL OF PERFECTI hereby instructs the Kalgachi Defence Force to carry out a military expedition, under the auspices of Operation CREDULITY'S EDGE, to occupy and retain possession of the Shrubbery until such time as the Garden of Kalgachia is recognised as a sovereign state. 2. The Council of Perfecti stipulates that Operation Credulity's Edge shall entail, at a minimum, the following troop strength: a) Two squadrons of mounted Laqkozaki (each comprising four Laqkozak Troops) as an advance force, deploying by land. b) Two squadrons of Kossars (each comprising two Patrol troops, a Fire Support Troop and an Air Defence Troop), deploying by land. c) Four battalions of infantry, deployed gradually by air during the course of the operation. d) Such Whirdlebirb Multi-role Helicopters as can be spared for the above infantry reinforcement, in tandem with the delivery of supplies to the occupied Shrubbery to avoid rogue mutant fauna and other hazards of an overland supply line. 3. The Council of Perfecti grants permission for the capture of local civilian elements and their close detention alongside occupying forces to dissuade attack by the aerial assets of humanistically-inclined powers from altitudes beyond the effective range of Kossar air defence assets (6.6 km), provided the detained elements are sufficiently many to ensure coverage of the whole Shrubbery and sufficiently few to be provided adequate food rations. 4. The Council of Perfecti instructs the Church of Kalgachia to deploy a delegation of Credents alongside the deployed force, for the spiritual re-education of detained civilians and identification of the most willing detainees for future evacuation to Kalgachia proper. 5. The Council of Perfecti additionally instructs a single squadron of Laqkozaki to sortie to the border of Lywall and Lachmeren, for the purpose of establishing a peaceful line of contact with Shirerithian forces advancing from the east and ascertaining their intentions.
Rustleday Summerise 11th, 145 AL	The Two Year Plan: 145-147 AL	WHEREAS the precarious yet optimistic circumstances in which the Garden of Kalgachia finds itself shall require, in the initial stages, a great deal of effort in a relatively short space of time, 1. The COUNCIL OF PERFECTI HEREBY CONFERS upon each principal institution of the Garden of Kalgachia a TWO YEAR PLAN, to be effected in its greater part within two years Anno Libertatis of this order, as follows: a) For the Troglodyti, objectives occluded which are witheld from the public versions of this order. b) For the Church of Kalgachia, (i) the completion of the subdivision of the Kalgachi Lieutenancies into Marches and Parishes in accordance with local conditions, (ii) the assemblage of a coherent foundational body of scripture and liturgy directed primarily at the spiritual stabilisation of Kalgachia's many displaced incomers, of sufficient mythic viability to prevent the attrition of the general population toward more established regional beliefs such as Creed-Minarborealism or Froyalanism, and (iii) the recruitment and training of partisan bands for the maintenance of security and public order in those Parishes where such needs have not yet been met by other armed elements. c) For the Kalgachi Defence Force, the coalescence of Kalgachia's existing armed formations into the folowing units: (i) Six regiments of mountain infantry, (ii) three regiments of Kossars with integral fire support and air defence capability, (iii) three regiments of Laqkozaki scouts, (iv) an aviation regiment with tactical strike and light airlift capability, (v) a long-range air defence regiment, and (v) an electronic warfare regiment. d) For the Directorate of Public Works, the construction of deep-level underground installations beyond the kinetic-thermonuclear vulnerability envelope for the following purposes: (i) command of the Kalgachi Defence Force replicated in redundant threefold, (ii) the manufacture and storage of arms and munitions, (v) the development and manufacture of miscellaneous high-end technological apparatus and critical industrial plant, (vi) the deposition of agricultural surplus, fuel and other strategic supplies, and (vii) the generation of geothermal power. e) For the Directorate of Labour and Economic Planning, (i) the assembly and allotment of manpower for the fulfilment of all parts of this order, maintaining a reserve for (ii) the manufacture and/or shipment of material necessary for said fulfilments, and (iii) the continued direction of Kalgachia's armed elements for operations in the moribund Minarborian Shrublands to assist in the above. f) For the Directorate of Education and Public Outreach, (i) the identification and allotment of skilled individuals pertinent to the Directorate of Labour and Economic Planning's assemblage of manpower, and (ii) oversight of continued technological and cultural development by those skilled cadres acquired from the moribund Empire of Minarboria. g) For the Directorate of Health and Public Welfare, the rationalisation of existing agricultural land assets and the appointment of agronomists supplied by the Directorate of Education and Public Outreach to bring marginal arable lands and pastures into cultivation, sufficient to ensure the nominal self-sufficiency in foodstuffs of a mountain territory with a rapid projected population increase. h) For the Directorate of the Tumultuous Wastes, a systematic analysis of Kalgachia's diplomatic position - with an emphasis on the viability of foreign trade - in the following three circumstances: (i) stagnant perpetuation of the Minarborian Shrubbery, (ii) post-Minarborian territorial scramble, or (iii) the descent of Kalgachia's immediate limitrophes into a level of barbarism sufficient to precipitate cartographic greening.
