Zeed Directive 4
This Directive created the Zeed Coast Guard, and clarified the operations and maintenance of airports and civilian airspace within Zeed.

Zeed Directive 4
WHEREAS Article 18 of the 1701 Armistice of Alduria City provides that, "Hostilities between the Raspur Pact and the Revolutionary Government of Rusjar shall cease from midnight, local time, on 24.IX.1701 AN" andWHEREAS Article 1 of the 1701 Armistice of Alduria City provides that, "There shall be an immediate demobilisation of all formations and personnel associated with the Revolutionary Armed Forces and the Revolutionary Government in Rusjar"
WHEREAS Article 13 of the aforesaid Armistice provides that, "An appointed deputy of the High Representative of Trans-Euran Command shall be attached to the Revolutionary Government in Rusjar to safeguard Pact interests and to supervise the establishment of a Transitional Government" and
WHEREAS Article 16 of the aforesaid Armistice provides that, "The Revolutionary Government in Rusjar shall reconstitute as a Transitional Government that is fundamentally nationalist and humanist in its essential character" and
WHEREAS Article 3 of the aforesaid Armistice provides that, "The surrender of all war vessels in Zeedic territorial waters: these ships shall be interned at Avey, except such small vessels as are required for customs, police, and security duties" and
WHEREAS Article 4 of the aforesaid Armistice provides that, "The cities of Vey and Petros shall be ceded to the Imperial State of Constancia in perpetuity, the Republic of Gur and the city of Zartosht shall be ceded to the Suren Confederacy in perpetuity, and the port of Avey shall be placed under the protection of the Federation of New Alexandria for a period of one-hundred years. The remainder of the Republic of Vey shall remain with the Union of the Republics of Zeed" and
WHEREAS Article 5 of the aforesaid Armistice provides that, "The Pact shall have the right to occupy any strategic points in Zeed in the event of any situation arising which threatens the peace and security of Eura" and
WHEREAS Article 6 of the aforesaid Armistice provides that, "The Pact shall enjoy the liberty to use all ports and anchorages presently under Zeedic control. Zeedic mercantile shipping shall be placed under the command of Pact Commissioners appointed to those ports for the purposes of trade and the demobilisation of Zeedic forces" and
WHEREAS Article 7 of the aforesaid Armistice provides that, "All Zeedic airports, ports, and arsenals shall be open to the Pact" and
WHEREAS Article 9 of the aforesaid Armistice provides that, "Facilities for the extraction of oil and its refinement into petroleum distilates are to be surrendered to the Commissioners of the Pact. No exports be made except to the benefit of the Pact" and
WHEREAS Article 12 of the aforesaid Armistice provides that, "The disposal of the equipment, arms, and ammunition, including transport, surrendered as part of the demobilisation specified in Clause 1, shall be overseen by the High Representative of Trans-Eura Command and his appointed deputies"
LET IT THEREFORE BE KNOWN that the entire governance of Zeed is now subject immediately to the absolute authority of the Raspur Pact, as personified by the High Representative and Supreme Plenipotentiary, in accordance with the laws of war and the 1701 Armistice of Alduria City
and I therefore promulgate the following:
1. There is hereby created a maritime security and border patrol force to be known as the Zeed Coast Guard, which shall be under the jurisdiction of the Ministry for Immigration and Borders Control. The organization and staffing and other particulars of the Zeed Coast Guard shall be as promulgated by Ministry Regulation of the Ministry for Immigration and Borders Control. The maritime flag of the Zeed Coast Guard shall be the standard of the Raspur Pact until otherwise directed.
2. Such small vessels required for customs, police, and security duties, these being the same war vessels in Zeedic territorial waters surrendered to the Pact, not otherwise interned at Avey in accordance with Article 3 of the aforesaid Armistice, shall henceforth belong to the Zeed Coast Guard.
3. Arms, weaponry, transport, machinery and ammunition from Article 12 of the aforesaid Armistice, declared as surplus by the Ministry for the Interior and the Preservation of Law and Order of the State by Ministry Regulation, may be transferred by the Minister for the Interior and the Preservation of Law and Order of the State by Ministry Regulation to the Zeed Coast Guard. The Minister for the Interior and the Preservation of Law and Order of the State shall assist the Ministry for Immigration and Borders Control in the training of the officers and members of the Zeed Coast Guard.
4. Recruits, members, and officers of the Zeed Coast Guard shall swear a solemn oath to preserve, protect, and defend the lawfully-constituted military government of Zeed, in such language and ritual as prescribed, by Ministry Regulation, of the Ministry for Ideological Enlightenment. Recruits, members, and officers of the Zeed Coast Guard shall be subject to a Code of Military Justice promulgated by Ministry Regulation of the Ministry for the Interior and the Preservation of Law and Order of the State and approved by the High Representative and Supreme Plenipotentiary.
5. The budget for the Zeed Coast Guard shall be recommended by the Ministry for Immigration and Borders Control, approved by the High Representative and Supreme Plenipotentiary, and shall be appropriated from funds available, as certified by the Ministry of Budget and Management. The Ministry of Finance and Governor of the Bank of Zeed are authorized, subject to the approval or veto of the High Representative and Supreme Plenipotentiary, to offer debt instruments to further fund the Zeed Coast Guard, in Craitish Cräite, and Imperial stater, secured by the land and other assets of the Zeed state.
6. The Allied Control Commission and its component Ministries, particularly the Ministry for the Interior and the Preservation of Law and Order of the State, the Ministry for Maritime, and Ministry for Transportation, shall render all possible aid and assistance to the Ministry for Immigration and Borders Control and the Zeed Coast Guard for the furtherance of its mission.
7. The contract to construct Rusjar International Airport is awarded to ESB Construction. Selected elements of the 195th and 5425th (Airborne) Engineer Regiments of the Federal Forces of Nouvelle Alexandrie at Alduria City Regional Airport and other Pact forces within Zeed are directed to assist in the construction of the Rusjar International Airport. The contract to operate and manage the Rusjar International Airport for 30 years after inauguration is awarded to Kerularios & Company in exchange for a revolving credit line of One billion New Alexandrian écu, and an annual franchise tax equivalent to ten percentum in gross revenue or net revenue, whichever is higher, in New Alexandrian écu.
8. Civilian overflight over the territory and airspace of Zeed, and takeoff and landing rights at Rusjar International Airport are granted to Air Alduria, Air Constancia, Havâpeymâye Shahrokh, the Hurmu Air Service, and Imperial Constancian Airways Corporation, in exchange for an annual franchise tax of One million Craitish Cräite or its equivalent in Imperial Stater or New Alexandrian écu.
9. Civilian air traffic control shall be serviced by the Zeed Air Safety Center, staffed by appointees of the Raspur Pact Joint Military Committee, until otherwise directed. The Zeed Air Safety Center is authorized to terminate a valid threat as determined by the Administrator of the Civil Aviation Authority or the Ministry for the Interior and the Preservation of Law and Order of the State.
10. This Directive takes immediate effect on the date of signature. The military governors are directed to cause the public announcement and posting of this Directive over the next ten days, as well as its immediate enforcement.
Given at the former Presidium building, Rusjar, this 3rd day of the Xth month of the year 1701 AN.
