BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Cortes Federales, in this present session assembled, and by the authority of the same, as follows:-

An Act to mandate National Service and for purposes connected therewith.

I. CITATION

  1. This Act may be cited in all purposes as the "National Service Act, 1726".

II. NATIONAL SERVICE

  1. "National Service", as used in this Act, shall mean active-duty service or reserve-duty service with the Federal Forces of Nouvelle Alexandrie, the Federal Gendarmerie of Nouvelle Alexandrie, the Federal Emergency Management Council or its Regional and Local Committees or the Federal Emergency and Disaster Management Administration, the Federal Civil Service System, the Cultural Heritage Preservation Program, the Federal Cultural and Sports Outreach Program and such other offices or agencies as the Council of State may provide.
  2. Beginning the first day of 1727, and every year thereafter, all nationals of Nouvelle Alexandrie aged 18 years of age shall be liable to two years of National Service, which must be completed before their 40th birthday. Failure to do so shall constitute a crime known as "evasion of National Service", which shall be penalized with a fine of 1,000 ecu per month of evasion, immediate impressment into the National Service, and imprisonment of one month per month of evasion, at the discretion of the court. All nationals of Nouvelle Alexandrie aged 40 years of age beginning the first day of 1725 are exempt. All nationals of Nouvelle Alexandrie, who, prior to the effectivity of this Act, have served in the active service of the Federal Forces of Nouvelle Alexandrie, the Federal Gendarmerie of Nouvelle Alexandrie, the Federal Emergency Management Council or its Regional and Local Committees or the Federal Emergency and Disaster Management Administration, the Federal Civil Service System, the Cultural Heritage Preservation Program, as well as in national and local government whether elected or appointed, and such other offices or agencies as the Council of State may provide, for at least two years, prior to the effectivity of this Act, are exempt.

Conscientious objectors may be permitted to decline National Service in the Federal Forces of Nouvelle Alexandrie, or the Federal Gendarmerie of Nouvelle Alexandrie, but must serve in the other optional services.

III. INSTRUCTIONS TO NATIONAL AND LOCAL GOVERNMENT AGENCIES

  1. The Department for National Mobilisation shall create and sustain an office within its Department called the National Service Secretariat, which shall be jointly staffed with individuals from the Department of Defense, Federal Forces of Nouvelle Alexandrie, Department of the Interior, Federal Emergency Management Council, Federal Emergency and Disaster Management Administration and such other individuals as the Council of State shall determine.
  2. The National Service Secretariat shall keep true records of all individuals called to National Service. The National Service Secretariat shall maintain and publish semi-annually a list of individuals who are liable but have failed to render National Service, and shall, by personal delivery, advise nationals accordingly. Three deliveries with no response shall authorize the National Service Secretariat to file charges for evasion of National Service at the nearest federal court.
  3. Individuals after due evaluation may be deemed not physically or mentally capable to render National Service by designated individuals of the National Service Secretariat.
  4. The Federal Forces of Nouvelle Alexandrie, the Federal Gendarmerie of Nouvelle Alexandrie, the Federal Emergency Management Council and its Regional Committees and the Federal Emergency and Disaster Management Administration, the Federal Civil Service System, the Cultural Heritage Preservation Program, the Federal Cultural and Sports Outreach Program, and such other offices or agencies as the Council of State may provide, shall establish an Office of National Service within their respective agencies and offices to assist the National Service Secretariat in its work.
  5. Upon enactment of this Act, there are constituted within Regional Governments, State Governments, and Municipal Governments, as well as the Federal Capital District, an Office of National Service within their respective agencies and offices, to assist the National Service Secretariat in its work, to be headed by an Adjutant-General appointed by the Council of State. IV. COMMENCEMENT AND APPLICATION

  1. This Bill shall apply to all of the Federation of Nouvelle Alexandrie.
  2. This Bill shall not become law unless it has been given Royal Assent.
  3. This Bill shall be published and made publicly available.
  4. In the event any provision or part of this Bill is found to be invalid or unenforceable, only that particular provision or part so found, and not the entire Bill, will be inoperative.
