The Estates of the Federation of Phinbella (Gangwol Phineaner: Istek Persekutuwai Phinbella) or the Parliament of the Federation of Phinbella (Gangwol Phineaner: Parlimen Persekutuwai Phinbella) is a unicameral legislature of the Free area of the Federation, one of three autonomous entities in Phinbella. It has 132 members, elected for four-year terms from 130 geographical constituencies and two aboriginal constituencies. Members of the Estates of the Federation are selected by first-past-the-post or general ticket.
The function of the Estates is to enact, amend or repeal laws; scrutinizing and approving the budget, taxation and public expenditure; and raise questions about government work. In addition, the Estates also have the power to confirm the appointment and removal of judges of the Court of Final Appeal and the Chief Justice of the High Court in the Free area of the Federation.
The last election took place in RP 2614, before the Noumeas Treaty that restructured the Federal Republic of Phinbella. The next Estates election is expected to take place in RP 2615. Estates also convened in Nilam Puri, just like the Phinbella Federal Legislative Assembly.
