The Kyūden or Palace of Sanpantul is the upper house of the Sanpanese National Diet. There are approximately twenty-three seats and two alliances. It's also the room where Hiroto rules the nation. In the past, Emperor Seiji also used this palace. Deputies meet rarely, once a year, so most decisions are made asenburrily. The deviant minorities claiming Northern Sanpantul and the ensuing fights are notorious throughout the island, which is why the locals refer to Kyuden as the Place of Fight. Kyuden is not needed much lately and the emperor wants to remove it.
