This Directive organized the governance of Zeed in light of Zeed Directive 1.

WHEREAS Article 18 of the 1701 Armistice of Alduria City provides that, "Hostilities between the Raspur Pact and the Revolutionary Government of Rusjar shall cease from midnight, local time, on 24.IX.1701 AN" and

WHEREAS Article 1 of the 1701 Armistice of Alduria City provides that, "There shall be an immediate demobilisation of all formations and personnel associated with the Revolutionary Armed Forces and the Revolutionary Government in Rusjar"

WHEREAS Articles 13 of the aforesaid Armistice provides that, "An appointed deputy of the High Representative of Trans-Euran Command shall be attached to the Revolutionary Government in Rusjar to safeguard Pact interests and to supervise the establishment of a Transitional Government" and

WHEREAS Articles 16 of the aforesaid Armistice provides that, "The Revolutionary Government in Rusjar shall reconstitute as a Transitional Government that is fundamentally nationalist and humanist in its essential character"

LET IT THEREFORE BE KNOWN that the entire governance of Zeed is now subject immediately to the absolute authority of the Raspur Pact, as personified by the High Representative and Supreme Plenipotentiary, in accordance with the laws of war and the 1701 Armistice of Alduria City

and I therefore promulgate the following:

1. There is an Allied Control Commission that will serve as an advisory and policymaking council to the High Representative and Supreme Plenipotentiary. It shall hold office at the former Presidium building, Rusjar. The individual members shall have charge of their respective Ministries and mandates.

2. The Allied Control Commission shall be composed of:

  • Rea Minouli - Executive Secretary to the High Representative and Supreme Plenipotentiary
  • Melissia Nugent - Senior Deputy Executive Secretary
  • Erik Koeppen - Chief Secretary of the Allied Control Commission
  • Maya Cosgrove - Minister for Ideological Enlightenment
  • Siavash Shereen Hashemi - Minister for External Relations
  • Argyris Khan - Ambassador Extraordinary and Plenipotentiary to the Micras Treaty Organization and Representative to the Euran Economic Union
  • Daniel Hosiahrion - Minister for International Trade
  • Gianis Shamsuddin - Minister for the Interior and the Preservation of Law and Order of the State
  • Samira Payam Attar - Deputy Minister for the Interior and Administrator of the Zeed Survey Authority
  • Dietmar Schönbeck - Minister of Finance and Governor of the Bank of Zeed
  • Stefanos Themistoklis - Minister for Budget and Management and Administrator of the Zeed National Debt Management Authority
  • Josef Petr - Minister for Labor
  • Elutherios Raktivan - Minister for Immigration and Borders Control
  • Michael Kourtikios - Minister for Maritime
  • Dmitri Stavros - Minister for Transportation and Administrator of the Civil Aviation Authority

  • Tanisha Meador - Deputy Minister for Railroads, Reconstruction, and Infrastructure and Administrator, Zeed Water Authority
  • Aristedes Panios - Minister for State Enterprises and National Industry
  • Orestis Kouratos - Minister for Energy and President of the Zeed Petroleum Company
  • Mirrita Panagopoulou - Deputy Minister for Energy, Administrator of the Zeed Electrification Administration
  • Suanne Osorio - Minister for Women and Children's Welfare
  • Syeda Sharif Malik - Minister for Heritage Conservation and Cultural Preservation
  • Justa Keith - Minister of Health
  • Reginia Cottrell - Minister for the Academe, Science, Technology and Higher Education
  • Darya Jahangir Khoroushi - Deputy Minister for Ideological Enlightenment and Chief Commissioner for Fundamental Schools
  • Shahzad Ardashir Khoroushi - Minister for Agriculture

3. The following state agencies are created:

  • a. Bank of Zeed
  • b. Zeed Survey Authority
  • c. Zeed National Debt Management Authority
  • d. Civil Aviation Authority
  • e. Zeed Housing Authority
  • f. Zeed Water Authority
  • g. Zeed Electrification Administration

4. The following are created bodies corporate with perpetual succession under law, and governed in accordance with bylaws:

  • a. Zeed National Railroad
  • b. Zeed Petroleum Company
  • c. National Telecommunications Corporation

5. The Allied Control Commission and its individual members shall initially hold office at the former Presidium building. Ministries, state agencies, and bodies corporate shall hold office in Rusjar and elsewhere as directed by the High Representative and Supreme Plenipotentiary.

6. The Rusjar Mechanical Machine-Building Plant is restructured once more as a State Enterprise, and placed under the Ministry for State Enterprises and National Industry. The contract to operate and manage the concern by ESB Steel is approved. Radio Rusjar is restructured once more as a State Enterprise, and placed under the Ministry for Ideological Enlightenment.

7. The contract to operate and manage Zeed power plants and infrastructure by ESB Power is approved.

8. The budget for the Ministries, state agencies, and bodies corporate shall be appropriated from funds available, as certified by the Ministry of Budget and Management. The Ministry of Finance and Governor of the Bank of Zeed are authorized to offer debt instruments in Craitish Cräite, and Imperial stater, secured by the land and other assets of the Zeed state. The foreign exchange of the Zeed ruble is officially pegged, effective immediately, at 90,000 Zeed rubles to the Benacian sovereign. No land of Zeed shall be sold without the personal signature of the High Representative and Supreme Plenipotentiary.

9. All debts of the Union of the Republics of Zeed and its instrumentalities of state, as well as state corporations, as of 25.IX.1701, except to member-states, state instrumentalities, corporations, and individuals of Raspur Pact nations, are repudiated in full. Creditors may apply to the Zeed National Debt Management Authority for satisfaction. Properties of full member-states, state instrumentalities, and corporations of Union of States around the Sovereign Oceans within the borders of Zeed are nationalized and credited to the Zeed National Debt Management Authority, which shall auction the same in Craitish Cräite, or Imperial stater to the highest bidder, which must be a member-state, state instrumentality, corporation, or national of the Raspur Pact. No land of Zeed shall be sold without the personal signature of the High Representative and Supreme Plenipotentiary.

10. This Directive takes immediate effect on the date of signature. The military governors are directed to cause the public announcement and posting of this Directive over the next ten days, as well as its immediate enforcement.

Given at the former Presidium building, Rusjar, this 2nd day of the Xth month of the year 1701 AN.
