The unincorporated territories of Oportia are areas under the sovereignty and jurisdiction of Oportia that have not been granted the status of federal cities. Unlike Oportia's 33 federal cities, these territories lack civilian self-governance and are administered directly by the federal government, typically through military or appointed civilian administrators. As of 1744 AN, Oportia maintains three unincorporated territories.

The district serves as a forward operating base for Oportian military operations and a strategic buffer zone against potential external interventions in Eura. The port of Rocher de Calmar functions as the administrative center and primary logistics hub for the territory, supporting both military operations and limited civilian activities.
