The Central Euran District (Alexandrian: District Central d'Eura) is an unincorporated territory of Oportia located in the interior of Eura. Seized during Operation Verdant Reach (1729 AN-1730 AN), the sparsely populated region remains under direct military administration by the Oportian Security Forces and is subject to a comprehensive no-fly zone established by Oportian authorities.

The territory serves as a buffer zone between Oportia proper and Constancia, where remnant militant groups including Azad Eura and the Confederacy of the Dispossessed continue to operate within its boundaries. Access to the district is strictly controlled from Oportia through Nasimshahr, which houses the primary air base and border facilities that regulate entry from the territory into Oportia's incorporated federal cities.

Geography

The Central Euran District encompasses a vast expanse of largely arid and semi-arid terrain in the interior of Eura. The region is characterized by scattered oases, rocky outcroppings, and ancient trade routes that have connected various parts of the continent for centuries. The territory lacks clearly defined borders in many areas, with Oportian control extending to practical limits of military projection rather than formal boundary demarcations.

The district's strategic location provides Oportia with a territorial buffer and forward positions for monitoring activities deeper in the Euran Green. Several abandoned settlements and infrastructure remnants from previous civilizations dot the landscape, some dating back to the Babkhan period before the Babkhan Holocaust.

Administration

Military administration of the Central Euran District operates under the authority of the Oportian Security Forces, with Colonel René Marcel serving as the current Military Administrator since 1743 AN. Administrative functions are coordinated through the Central Euran District Command, which maintains its headquarters at Nasimshahr Air Base just inside Oportia proper.

The territory lacks civilian government structures typical of Oportia's federal cities. Basic services are provided through military logistics networks, with emergency medical care and limited communications available at designated checkpoints and patrol bases scattered throughout the region.

No-fly zone

Oportian authorities established a comprehensive no-fly zone over the Central Euran District in early 1730 AN following the conclusion of Operation Verdant Reach. The restriction applies to all civilian aircraft and unauthorized military flights, with enforcement provided by fighter squadrons based at Nasimshahr Air Base and other installations along Oportia's eastern frontier.

The no-fly zone serves multiple purposes: preventing insurgent groups from receiving external support, maintaining intelligence gathering capabilities through controlled airspace, and protecting Oportian territory from potential aerial threats originating in the unconquered regions of Eura.

Security situation

While the Oportian Security Forces have succeeded in establishing general control over the Central Euran District, the security environment remains complex and potentially dangerous. Remnant elements of Azad Eura and the Confederacy of the Dispossessed continue to operate in remote areas, though their capabilities have been significantly degraded since the conclusion of Operation Verdant Reach.

Regular patrols by Oportian forces maintain a presence throughout accessible areas of the territory, with permanent outposts established at key locations. These installations serve both security and intelligence gathering functions, monitoring movement patterns and communications in the broader region.

Civilian access to the district remains severely restricted, with entry permitted only for authorized personnel including researchers, humanitarian workers, and approved commercial activities under military escort.

Population

Population estimates for the Central Euran District range from 15,000 to 25,000 individuals, though precise figures remain difficult to establish given the nomadic nature of many inhabitants and ongoing security concerns. The population consists primarily of nomadic herders, subsistence farmers around scattered oases, and various displaced persons who fled to the region during conflicts in other parts of Eura.

Several small settlements persist in areas with reliable water sources, though these communities maintain minimal infrastructure and often relocate seasonally. Oportian authorities provide basic humanitarian assistance when requested and feasible, though the remote nature of the territory limits regular service delivery.

Economic activity

Economic activity in the Central Euran District remains limited due to security constraints and geographical challenges. Traditional nomadic herding continues in some areas, while small-scale agriculture occurs around oasis settlements. Some informal trade networks persist along ancient caravan routes, though these operate under close military supervision.

Oportian authorities have identified potential mineral resources in portions of the territory, including possible Alexandrium deposits, though systematic exploration awaits improved security conditions and infrastructure development.

Future status

The long-term political status of the Central Euran District remains undetermined. Oportian officials have indicated that eventual incorporation as a federal city or cities may be considered once security conditions stabilize and civilian administration becomes feasible. Such incorporation would require significant infrastructure investment and the establishment of permanent civilian governance structures.

The territory's status has been complicated by historical diplomatic exchanges with regional powers. Prior to its union with Constancia in 1740 AN, the Suren Confederacy had formally requested that Oportia transfer control of the Central Euran District to Surenid administration at the conclusion of Operation Verdant Reach. The Montijo administration expressed openness to such an arrangement but postponed any transfer pending stabilization of security conditions in the region. Subsequent Federal Representatives under the Valverde and Vermeuil administrations did not pursue the matter, allowing the diplomatic initiative to fade from active consideration.

Following the Suren Confederacy's incorporation into the Imperial State of Constancia in 1740 AN[1], no formal transfer proposals have been renewed. The National Salvation Council has indicated that territorial sovereignty over the district is non-negotiable, particularly given the strategic buffer it provides against potential threats from the unconquered Euran Green.

Current planning efforts focus on maintaining security while gradually expanding basic services and infrastructure in preparation for potential future development.
