Treaty establishing the Apollonian–Benacian Community
The Treaty establishing the Apollonian–Benacian Community was signed at Semisa City on 15.XII.1752. It established the Apollonian–Benacian Community between Çakaristan, the Order of the Holy Lakes (Hurmu), Sanama, and Shireroth.
Çakaristan, Sanama, and Shireroth are party to the Mutual Defence Protocol, which the Order is not.

Treaty Establishing the Apollonian–Benacian Community
Preamble
The Çakar Empire, the Order of the Holy Lakes, the Sanaman Union of People’s Republics and the Imperial Republic of Shireroth, hereinafter referred to as “the Member Nations”,
Recognising their shared interest in economic cooperation, freedom of movement, and cultural exchange;
Desiring to promote prosperity through free trade, deepen people-to-people ties, and strengthen peace and stability;
Affirming their sovereignty while committing to mutual assistance and coordinated action;
Have agreed as follows:
Article I
Definitions
1. Treaty Community refers to the collective framework established by this Treaty.
2. Free Trade Goods means goods falling within the categories of the Micras Trade Organisation, except those explicitly excluded under this Treaty.
3. Treaty Community Resident means a national of a Member Nation lawfully residing in another Member Nation pursuant to this Treaty.
Article II
Free Trade Area
1. The Member Nations hereby establish a free trade area among themselves.
2. No tariffs, customs duties, or undue taxes shall be imposed on imports of Free Trade Goods originating in the territory of another Member Nation.
3. Free trade under this Treaty shall apply to all Micras Trade Organisation categories except categories I-1 and II-1.
Article III
Permitted Exemptions from Free Trade
1. A Member Nation may exempt specific products or categories of products from the free trade regime where such exemption is necessary for:
a. the protection of the environment;
b. the protection of animal or plant life;
c. the protection of human life or health; or
d. the protection of national security.
2. Exemptions shall be proportionate and shall not constitute arbitrary or disguised restrictions on trade.
Article IV
Coordination of Exemptions
1. The Member Nations shall, where possible, coordinate exemptions through consultation within the Treaty Community.
2. Where unanimity cannot be obtained, a Member Nation may implement exemptions unilaterally.
3. Any unilateral exemption shall be notified to the other Member Nations without delay.
Article V
Visa-Free Travel
1. Nationals of a Member Nation shall be permitted to enter and remain in the territory of another Member Nation for up to 90 days without a visa.
2. Entry may be effected using either:
a. a valid passport; or
b. a valid national identity card indicating nationality.
3. This Article shall not affect the right of a Member Nation to deny entry on grounds of public order, public health, or national security.
Article VI
Right of Residence
1. Nationals of a Member Nation shall have the right to reside in the territory of another Member Nation.
2. The right of residence shall be conditional upon the individual being able to support themselves without unreasonable reliance on public assistance.
3. Member Nations may regulate registration, documentation, and verification procedures in domestic law.
Article VII
Additional Rights
Member Nations may, through local legislation, grant Treaty Community Residents additional rights beyond those provided for in this Treaty.
Article VIII
Education and Students
1. Nationals of a Member Nation shall be entitled to study in educational institutions in another Member Nation.
2. Such students shall be subject to the same tuition schemes, fees, and conditions as local students of the host Member Nation.
Article IX
Cultural Exchange Committee
1. A Committee for Cultural Exchange is hereby established.
2. The Committee shall promote cooperation in areas including, but not limited to:
a. language policy;
b. education;
c. the arts; and
d. civil society.
3. The Committee shall make non-binding recommendations to the Member Nations.
Article X
Harmonisation of Market Regulations
1. Market regulations applicable to Free Trade Goods may be harmonised, suject to unanimity among the Member Nations.
2. Harmonisation shall be carried out by specialised committees established by mutual agreement.
3. Such committees may address standards, consumer protection, competition rules, and related matters.
4. Regulations arising shall be referred to each Member Nation for ratification in accordance with their own procedures, as determined by law, with ratification by all Member Nations required to bring regulations into effect.
Article XI
Obligation to Render Aid
In the event of a civil or natural disaster in the territory of one Member Nation, the other Member Nations shall, if requested by the affected Member Nation, be obliged to render any aid possible, including diplomatic, economic, and logistical, in accordance with their capabilities and constitutional requirements.
Article XII
Institutions
1. The decision-making institution of the Community is the Heads of State and Government Conference, convened annually. Each Member Nation is represented by its head of state or government, depending on the constitutional arrangements of each Member Nation.
2. The Conference is supported by the Permanent Secretariat, headed by a Secretary-General appointed by the Conference.
Article XIII
Final Provisions
1. This Treaty shall enter into force upon ratification by all Member Nations.
2. Amendments to this Treaty shall require unanimous consent.
3. The admission of new members shall require unanimous consent.

Appendix A. Mutual Defence Protocol
The Signatory Nations to this additional protocol resolve the following:
1. The Signatory Nations agree that an armed attack against the territory of one or more of the Signatory Nations shall be considered an attack against all Signatory Nations. Consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence, will assist the Signatory Nation or Nations so attacked by taking forthwith, individually and in Concert with the other Signatory Nations, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the territories of the Signatory Nations.
2. The territory of a Signatory Nation is defined as any territory recognised by the MCS to be under the control of that Signatory Nation.
3. Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Permanent Secretariat and the heads of state and government of the Signatory Nations.
