The Regional Inspectorate of Corum, a subordinate entity of the General Inspectorate of Eura and Corum, was established on 19.VI.1720 AN in response to a series of embarrassing intelligence failures during the Corsair Wars which had seen a sizeable fleet of the Disinherited assembled in the ports of northern Corum and escape to sea before Trans-Euran Command, the continental theatre command of the Raspur Pact with responsibility for the region, had been aware of, or able to react to the concentration of hostile shipping. The Regional Inspectorate was to ensure that no further lapses occurred and, further, was to improve the vigilance of those allied contingents found on the margins of the continent who had been grouped provisionally as the Corum Garrison.
A sarhang, of the Constancian Home Guard, Alexios Tzakhas, was activated from the Second Reserve and appointed to the Most Serene Regiment of the Optimatoi, attached to the Imperial General Staff. From this position he was then seconded to the General Inspectorate of Eura and Corum, from whence he would in turn receive his assignment to head the Regional Inspectorate.
The resources offered to the sarhang did not prove to be especially generous. His two chief lieutenants would be Aslan Arshak, Director of Auditing and Assurance from 1720 to 1722, and Amity Merrick, an expert in industrial archaeology provided by the Honourable Company on secondment from the Euran University.
Remit
Directive from Trans-Euran Command addressed to the General Inspectorate of Eura and Corum, dated 19.VI.1720 AN, specified that the Regional Inspectorate of Corum was to:
- Investigate the failure to detect the concentration of corsair ships and other associated Confederacy-aligned vessels in the ports of northwest Corum;
- Instigate disciplinary proceedings against officers of allied national contingents where necessary, or provide recommendations to the same effect where persons outside the area of operations are identified as being at fault;
- Institute measures to increase the necessary awareness of hostile shipping movements, and vigilance regarding the same, amongst allied national contingents posted to the Corum Command/Corum Garrison area of operations;
- Establish a network of observation posts and picket boats with which to monitor movements of hostile shipping in and around the known ports and anchorages of Corum.
