BE IT ENACTED by the King's Most Excellent Majesty, by and with the advice and consent of the Cortes Federales, in this present session assembled, and by the authority of the same, as follows:-


PART I
GENERAL PROVISIONS.

Article 1: Citation.

  1. This Act may be cited as the "Northern Keltian Territories Integration Act, 1745".

Article 2: Definitions.

  1. For the purposes of this Act:
    1. "Secured Territories" means all land, territorial waters, and airspace brought under the sovereignty of the Federation of Nouvelle Alexandrie through Operation Northern Vanguard;
    2. "Kaputiankuna Allpankuna Suyu" means the Land of the Caputians Suyu established under this Act;
    3. "Lake Rodinia Basin" means the watershed area encompassing Lake Rodinia and the headwaters of the Rodinia River;
    4. "Former Caputian Territories" means those portions of the Secured Territories that were historically part of Caputian territorial claims prior to the East Keltian Collapse.
PART II
ESTABLISHMENT OF THE KAPUTIANKUNA ALLPANKUNA SUYU.

Article 3: Creation of the Suyu.

  1. There is hereby established within the Region of the Wechua Nation a new suyu to be known as the Kaputiankuna Allpankuna Suyu.
  2. The Kaputiankuna Allpankuna Suyu shall encompass all Secured Territories as defined in Article 2 of this Act.
  3. The boundaries of the Kaputiankuna Allpankuna Suyu shall be precisely determined through official surveying and demarcation processes to be completed within eighteen months of the enactment of this Act.

Article 4: Administrative Status.

  1. The Kaputiankuna Allpankuna Suyu shall have the same legal status and governmental powers as other suyus within the Wechua Nation.
  2. The suyu shall be subject to the laws and regulations of the Federation of Nouvelle Alexandrie and the Region of the Wechua Nation.
  3. Local governance structures shall be established in accordance with traditional Wechuan administrative practices while incorporating appropriate recognition of Caputian cultural traditions.
PART III
CULTURAL RECOGNITION AND PROTECTION.

Article 5: Cultural Heritage Protection.

  1. The historical significance of the Former Caputian Territories within the Kaputiankuna Allpankuna Suyu is hereby formally recognized.
  2. All historical sites, monuments, and cultural landmarks of Caputian origin within the suyu shall receive protected status under federal cultural preservation laws.
  3. The Regional Governor of the Wechua Nation shall establish a Cultural Heritage Commission for the Kaputiankuna Allpankuna Suyu to oversee preservation efforts and cultural programs.

Article 6: Repatriation and Restoration.

  1. Former residents of the Secured Territories who fled during the period of occupation by the Confederacy of the Dispossessed or associated groups shall have the right to return and reclaim their properties.
  2. A Property Restoration Tribunal shall be established to adjudicate claims and facilitate the return of property to rightful owners.
  3. The federal government shall provide assistance for resettlement and rehabilitation of returning residents.
PART IV
NATURAL RESOURCE PROTECTION.

Article 7: Lake Rodinia Basin Protection.

  1. The Lake Rodinia Basin is hereby designated as a Protected Federal Watershed under the direct oversight of federal environmental authorities.
  2. All development, resource extraction, and land use activities within the watershed shall require federal environmental impact assessments and permits.
  3. The basin's waters shall be managed as a strategic federal resource with priority given to the water security needs of the Federation of Nouvelle Alexandrie.

Article 8: Resource Management Framework.

  1. A comprehensive natural resource survey of the Kaputiankuna Allpankuna Suyu shall be completed within two years of the enactment of this Act.
  2. Sustainable development principles shall guide all economic development within the suyu.
  3. Traditional indigenous land use practices shall be respected and incorporated into resource management plans where appropriate.
PART V
ADMINISTRATIVE TRANSITION.

Article 9: Extension of Federal Law.

  1. All laws of the Federation of Nouvelle Alexandrie shall apply within the Kaputiankuna Allpankuna Suyu from the date of enactment of this Act.
  2. Regional laws of the Wechua Nation shall be extended to the suyu through regulations to be promulgated by the Regional Governor of the Wechua Nation within six months of enactment.
  3. Local ordinances and regulations shall be developed by local authorities in accordance with existing legal frameworks.

Article 10: Infrastructure Integration.

  1. The Kaputiankuna Allpankuna Suyu shall be integrated into federation-wide infrastructure networks, including transportation, communications, and utilities.
  2. Priority shall be given to establishing secure transportation links between the suyu and existing population centers within the Wechua Nation.
  3. The Federal Forces of Nouvelle Alexandrie shall maintain appropriate security installations to ensure the protection of the region's strategic assets.
PART VI
CLOSING PROVISIONS.

Article 11: Implementation Timeline.

  1. The Regional Governor of the Wechua Nation shall appoint a Territorial Integration Commissioner within thirty days of the enactment of this Act.
  2. Basic administrative services shall be established within the suyu within six months of enactment.
  3. Full integration of the suyu into regional governance structures shall be completed within two years of enactment.

Article 12: Commencement and Application.

  1. This Bill shall apply to all of the Federation of Nouvelle Alexandrie.
  2. This Bill shall not become law unless it has been given Royal Assent.
  3. This Bill shall be published and made publicly available.
  4. In the event any provision or part of this Bill is found to be invalid or unenforceable, only that particular provision or part so found, and not the entire Bill, will be inoperative.

  2. Infrastructure development priorities shall include:
    1. Transportation networks connecting the Qhapaqsuyu to existing Wechuan infrastructure;
    2. Communications systems ensuring connectivity throughout the northern territories;
    3. Economic facilities supporting sustainable development and employment creation;
    4. Public services infrastructure including healthcare, education, and emergency services.

Article 10: Transportation Infrastructure Development.

  1. Railway Development (NAX€18 billion):
    1. Construction of the Northern Wechua Railway linking the Qhapaqsuyu capital city to Parap and other major Wechuan population centers;
    2. Branch lines connecting major settlements within the Qhapaqsuyu to the main railway network;
    3. Specialized rail infrastructure for resource transportation and strategic mobility;
    4. Railway maintenance facilities and locomotive service centers.
  2. Highway and Road Networks (NAX€12 billion):
    1. Construction of the Qhapaq Ñan Highway system connecting all major settlements within the suyu;
    2. Secondary road networks providing access to rural communities and resource sites;
    3. Bridge construction over major waterways including approaches to Lake Rodinia;
    4. Road maintenance and emergency response infrastructure.
  3. Aviation Infrastructure (NAX€8 billion):
    1. Construction of Qhapaqsuyu Regional Airport with international capability;
    2. Secondary airfields for emergency services and cargo transport;
    3. Air traffic control systems and navigation facilities;
    4. Aircraft maintenance and fuel storage facilities.

Article 11: Communications and Utilities Infrastructure.

  1. Telecommunications Development (NAX€4 billion):
    1. High-speed internet networks connecting all communities within the Qhapaqsuyu;
    2. Mobile communication towers ensuring comprehensive coverage;
    3. Emergency communication systems resistant to natural disasters;
    4. Integration with federation-wide communication networks.
  2. Power and Energy Infrastructure (NAX€3 billion):
    1. Electrical grid extension connecting the Qhapaqsuyu to the national power system;
    2. Renewable energy facilities utilizing local resources including hydroelectric potential;
    3. Emergency power generation capabilities for critical facilities;
    4. Energy storage systems supporting grid stability and reliability.
PART VI
