Foreign Affairs of Caputia
The diplomatic foreign relations of Caputia are conducted by the Ministry of Foreign Affairs (also known as the Foreign Office), headed by the Minister of Foreign Affairs. The Prime Minister and numerous other agencies and officials play a role in setting policy.
Prior to the foundation of Caputia, Hamland was one of Micras' great powers. One of its core alliances was the Council of Free Nations with Stormark, Alexandria and Ashkenatza. Another key alliance Hamland had was that with the nation of Passio-Corum. Overtime, the reach of Hammish power was reduced as the country turned inwards, focusing on itself more than foreign affairs. The Hammish Civil War brought renewed interest in Hamland from foreign powers and interests, with different countries and alliance systems backing different factions in the war.
Caputia is currently a member of the Micras Treaty Organization, inheriting Hamland's membership in that body as its successor state.
Overview
Caputian foreign policy declares the preservation of its independence and welfare as the supreme objective. After having endured years of warfare and destruction, Caputia has made a commitment to neutrality and established five specific foreign policy objectives:
- advance the peaceful coexistence of nations;
- promote respect for the rule of law and human rights;
- promote Caputian economic interests around Micras;
- alleviate poverty around the globe whenever possible;
- promote the preservation of natural resources.
These objectives reflect a commitment by Caputia to undertake social, economic, and humanitarian activities that contribute to international peace and prosperity.
In response to the protracted Sxiro-Jingdaoese Confrontation, Caputia declared its neutrality via Royal Decree. The policy requires that Caputia avoid alliances that might entail military, political, or direct economic action without compromising the pursuit of genuine cooperation and mutual respect with other nations of Micras.
Caputia maintains diplomatic relations with many countries around Micras, although no formal treaties have been concluded with any nations.
Despite having inherited Hamland's MTO membership, the Caputian Government does not consider itself having inherited many of the old Hammish treaties and agreements. A Government review is underway to determine which treaties and agreements are valid prior to the installation of Donat Ravaillac as Interim Prime Minister of Hamland. Caputia considers the Treaty of Bel Air with Passio-Corum to be inherited as well.
Caputian Neutrality
Caputian neutrality is one of the main principles of Caputia's foreign policy which dictates that Caputia is not to be involved in armed conflicts between other states. This policy is self-imposed, permanent, and armed, designed to ensure external security and promote peace.
To this effect, the Queen-in-Council enshrined this policy initially via Royal Proclamation. The incumbent (1858) administration led by Prime Minister Christophe Landry has pledged to maintain the policy and introduce legislation to that effect in the future.
