The Federal Consensus Party 1729 general election campaign, also known as the "Progreso para el Futuro" (Progress for the Future) campaign, was the fifth time the Federal Consensus Party competed in the general elections of Nouvelle Alexandrie. Officially launched on 06.X.1729 AN through the National Campaign Launch Gala in the Teatro Nuevo in Cárdenas, the campaign served as the electoral organisation for the FCP. Led by party leader Marissa Santini, the campaign aimed to re-elect and gain seats for the party in Nouvelle Alexandrie during the 1729 general election.

Most of the Platform reflected the previous manifesto of the 1718 and 1723 elections, although with significant updates to reflect changes in political developments, especially the economic situation. These plans drawn mainly from the New Consensus book by Alfons Dandela, Pedro Albaraz, and Hastu Hualla Surichaqui.

Political alignment

  • Economic Policy (-0.2): The FCP support the market economy and has centrist policies such as SME subsidies and student grants. It however also deploys left-wing policies such as workers' rights and social welfare.
  • Social Policy (-0.7): The FCP is a vocal supporter of public services, in particular education and healthcare; and it has supporters with labor unions as well.
  • Geographic Tendency (-0.3): The FCP is neutral concerning the rural-urban divide, with specific policies on urban renewal, but also on agriculture and the environment. It has specific campaigning for the Island regions.
  • Cultural Tendency (-0.2): The FCP considers itself neutral on the populist-conservative spectrum. It considers itself rational and constitutionalist first, with a few populist tendencies from their support for the Islands and Boriquén.

Background

Platform

The Manifesto, titled 'Progress for the Future', is a comprehensive platform outlining the party's policy initiatives and ideological beliefs. It is mainly focused on the main issues of the electorate: especially the Economy, Corruption, and Crime. The manifesto underlines the social-liberal, progressive, and constitutionalist ideas of the FCP.

The Economy

The FCP will work to end the growing recession and alleviate the cost of living crisis. We will foster sustainable growth, promote SMEs and entrepreneurship, and ensuring economic opportunities reach every corner of the Federation. We will work to stimulate economic growth, while lowering unemployment and solving growing consumer debt. We will furthermore capitalise on the recent discovery of Alexandrium, creating new opportunities for our energy market.

Our Economy and Businesses

  1. Sustainable Growth: We will create a Sustainable Business Certification program, providing tax incentives for green practices and innovation. We will establish a National Green Innovation Fund to fund sustainable technology and R&D. We will expand the SBDA and increase the funding for Green Bonds. We will reform the emissions trading system to ensure compliance by industries and facilitate the transition to green energy and hydrogen technology. We will reform the carbon offset program to ensure businesses make a meaningful impact to reduce emissions.
  2. Regional Economic Planning: We will devolve decision-making to regions, to empower local communities to drive economic growth, allowing them to create tailored strategies. We will also reform regional funding to allow strategic investment and funding support for regions.
  3. Small Businesses and Startups: We will create a Small Business Growth Program, providing financial assistance, technical assistance, and resources for entrepreneurs. We will establish new startup incubators in major cities, equipped with co-working spaces, mentorship programs, and investment networks. We will support entrepreneurship education initiatives in schools and universities, providing technical assistance for developing curricula, training programs, and experiential learning opportunities. We will review and streamline regulations for small businesses, reducing administrative barriers and compliance costs.
Our Workers and Unions
  1. Wage Protection and Fair Pay: We will safeguard the minimum wage, with a double lock at Inflation, or 1.5% increase per year, whichever is higher. We will establish an independent Wages and Hours Agency to monitor wage levels and workplace safety. The Agency will work with workers' unions to develop industry-specific safety standards and training. We will work with employers and worker unions to encourage flexible work arrangements, supported by training programs, and with mandatory parental leave and paid sick leave.
  2. Workers' Rights Protections: We will put fundamental labor rights such as fair wages, safe working conditions, and protection against discrimination on a statutory footing with a new 'Workers' Rights Act'. We will support unions with funding and resources for organising efforts, collective bargaining, and legal representation for workers. We will address gender pay disparities, investing in businesses and initiatives to promote pay equity and closing the gender pay gap. We will support initiatives that promote healthy work-life balances and worker well-being and productivity. We will introduce legislation for gig workers, giving them the right to essential benefits equal to other employees.
  3. Cooperatives and Ownership: We will promote worker ownership models such as cooperatives and employee stock ownership plans. We will provide financial and technical assistance for worker-owner enterprises.

Tax Reform

  1. Fairer Tax Burden: We will to shift taxation burdens away from labour, and towards wealth, by lowering income taxes, while increasing capital gains taxes. We will crack down on tax evasion by investing in the TAO, as well as implementing a sanctions regime for businesses and individuals. We will promote smart budgeting, banking access, and debt payment methods to ensure people retain more of their income. And we will streamline online tax return filing.
  2. Tax Credits and Deductions: We will implement a wealth tax on assets exceeding 10 million écus, structuring it to ensure that the burdens falls proportionally on the wealthiest individuals. We will introduce green investment tax credits for businesses and households that invest in renewable energy, green transportation, and green technologies. We will create SME tax credits for startups and local enterprises. We will introduce social investment bonds for private investors to support affordable housing, infrastructure projects, and job training programs.

Infrastructure, Environment, and Agriculture

  1. A Transit Revolution: We will support and invest in public transport schemes, including expansion of railways, metros, and tramways; as well as electric buses, bike-sharing programs, and pedestrian-friendly infrastructure. We will implement a congestion charge for private vehicles to fund public transportation and reduce traffic congestion. We will implement a national program for infrastructure maintenance, repair, and upgrade of roads, rail, airports, and harbours. We will also work with regions to create cross-regional public transport, such as commuter trains and rural bus lines.
  2. Broadband Expansion: We will invest into the expansion of broadband access, partnering with telecommunications companies and local governments to deploy high-speed broadband infrastructure, focusing on underserved rural areas. We want to ensure a national coverage of 5G signal by 1735.
  3. A Green Revolution: We will invest heavily in renewable energy, including offshore and onshore wind farms, solar parks, hydro plants, and geothermal energy. We want to increase the share of wind energy by 5 TW by 1735, and solar parks by 3 TW. We will also invest in next-generation nuclear reactor technologies, increasing the share of next-gen nuclear energy by 30 TW by 1735. We want to reduce carbon emissions from the energy sector by at least 40% by 1735, compared to 1720 levels, including by implementing a carbon tax on non-renewable energy sources. We will invest in grid modernisation and energy storage solutions. We aim to reduce energy consumption in residential and industrial sectors by 25% by 1735, by investing in energy-efficient technologies and practices.
  4. Water Management and Conservation: We will invest in water infrastructure and conservation measures, including watershed management and infrastructure upgrades to enhance water quality, availability, and resilience to drought.
  5. Disaster Preparedness: We will invest in flood protection, by upgrading weather monitoring systems, installing early warning systems, and reviewing current status of flood barriers and other flood protection systems. We will also review flood-risk areas and ensure resilient and disaster-proof building practices, strengthening buildings where needed.
  6. Clean Water and Air: We will enforce strict regulations on pesticides and fertilizers use for farmers. We will establish new low-emission zones in urban areas. We will implement strict monitoring standards for industrial emissions.

Our Households

  1. Affordable Housing: we will invest in the construction of 400,000 new affordable houses by 1732, emphasising eco-friendly and energy-efficient designs. We will also invest in microgeneration through rooftop solar panels; as well as insulation for old houses; and decarbonisation by replacing gas stoves and boilers with induction cooking and heat exchangers, respectively. And we will ensure homes are healthy, by creating grants for ventilation and air quality. And funding efforts for mould reduction and pest removal, especially for low-income households.
  2. Homelessness Prevention and Support: we will expand homelessness prevention programs and supportive housing services, including rental assistance, case management, and mental health services. We will support stability and support for vulnerable individuals and families, focusing in particular on veterans and families with children.
  3. Urban Renewal and Community Development: We will invest in urban renewal programs, providing funding for affordable housing, economic development, and community infrastructure projects. We will provide federal grants, as well as tax credits, and community reinvestment funds from private investors.
  4. Housing Accessibility: we will implement universal design principles and accessibility standards in housing construction and renovation projects. We will work to make public buildings more accessible for individuals with disabilities and ageing populations.

Public Services

The FCP believes that education is the cornerstone of social equality and economic opportunity. At the same time, well-being, good health, and dignity in old age are essential human rights. We remain committed unwaveringly to education and social security. We believe in providing everybody with access to quality education, good healthcare, and a secure social safety net. The government has not taken the concerns of the student population seriously for the past years. At the same time, our population is growing rapidly, and also ageing. This present massive challenges for our schools, hospitals, and the future of our pensions.

Our Schools and Universities

  1. Equalised Funding: We will work to equalise school district funding, providing equal access to quality education. We will also reform the funding formula to allow for specific funding for special education programs. We will also establish a dedicated School Equity Fund to address funding disparities among school districts, with a biennial assessment process to identify schools in need. We will create a transparent online platform where teachers, parents, students, and community organisations can collaborate and provide feedback on educational funding.
  2. National Curriculum: we will develop a new national curriculum, ensuring essential skills and knowledge are standardized across schools. We will introduce mandatory language and maths proficiency, as well as minimum level of classes in biology, history, geography, science, arts and design, civics, music, PE, and computing. We will also introduce digital literacy courses and environmental education; as well as age-appropriate comprehensive sexual education.
  3. School Support Staff: We will invest in school support staff, mandating that every school has access to school psychologists, study advisors, nurses, and dieticians. We will also create a user-friendly platform to facilitate communication between students, parents, and school support staff. We will invest in school transport options, such as school bus routes and cycling facilities. We will mandate access to healthy school catering options, including vegan options. And we will expand free school meals for low-income families.
  4. Empowering Teachers: We will invest in comprehensive teacher training programs, with a focus on classroom management and inclusivity; establish teacher peer groups to share best practices; reform teacher certification to ensure a top-quality body of knowledge and skills for all subject teachers; and invest in tutoring programs.
  5. Adult Education: We will establish a Development Budget for adults to spend on post-18 education and training. And we will ensure that adult learning is offered through flexible scheduling and accessible online courses. We will mandate that part-time learning does not impact salaries. We will also promote the implementation of lifelong learning programs for employees.
  6. University Affordability: we will support initiatives for need-based grants and scholarships to undergraduate students, with federal funding and collaboration with regional governments. We will introduce income-contingent loan repayment plans. We will expand student support services on campuses, including counselling services, career advising and academic tutoring programs. We will also provide funding for first-generation and minority students, to promote retention. We will establish free textbook programs in collaboration with universities, providing open-access textbooks and educational resources.
  7. University Infrastructure: We will invest in upgrading university infrastructure and facilities, supporting renovation projects, technology upgrades, and sustainable initiatives. We will provide grants for R&D projects in universities, supporting faculty-led projects, interdisciplinary collaborations, and technology commercialisation. We will expand online learning resources and virtual learning environments for universities, including interactive course modules, virtual laboratories, and multimedia content.

Our Hospitals and Care Homes

  1. Hospitals Modernisation: We will invest in upgrading and expanding hospital infrastructure, including energy-efficient technologies and digitization. We will create new Hospital Business Plans that collaborate with local governments, insurers, and community organisations to ensure equal access to high-quality healthcare. We will establish new centres for medical research, treatment, and patient care, by concentrating resources and expertise on specific medical conditions in specialised centres of excellence. We will also establish new mobile healthcare units to provide access to underserved and remote areas, including for health screenings and dental care.
  2. Patient-Centred Care: We will work to enhance patient experiences through specific initiatives and regulations, including care coordination, communication, and documentation digitization. We will create new decision aids and tools to inform care decisions for patients. We will establish new patient advocacy programs and develop health literacy education; as well as peer support groups. And we will empower patient to engage in healthcare design of facilities and methodologies.
  3. Accessible and Timely Care: We will work to reduce waiting times. By expanding the workforce of healthcare professionals, focusing on GPs, nurses, and support staff; reviewing existing processes to remove administrative burdens, streamline workflows, and optimise resource allocation; and by establishing new cooperation between primary and secondary care services, to create clear care pathways and referral processes. We will also invest in upgrading and digitizing booking systems, including through centralised databases in hospitals and standardized protocols and guidelines for appointment booking and scheduling. We will also improve outpatient services by funding the development of IT infrastructure and establishing multidisciplinary team meetings to discuss complex cases, treatment plans, and care coordination. And we will establish new virtual clinics with video conferencing software and remote monitoring devices such as the Smart Pacemaker.
  4. Prevention and Health Promotion: We will establish a healthy lifestyle campaign to raise awareness about preventable diseases and promote healthy lifestyles. this includes dedicated campaigns tailored towards smoking-cessation, alcohol and substance abuse, obesity, burn-out prevention, and anti-social behaviour. We will also establish a national early detection and screening program for cancer and for cardiovascular disease; with dedicated public awareness campaigns. We will also establish school health education programs to provide age-appropriate health education materials to students, focusing on nutrition, physical activity, mental health, sexual health, and substance abuse prevention.
  5. Integration of Health and Social Care: We will work to integrate healthcare needs with social care. Including through integrating care pathways for complex needs cases with joint care groups consisting of healthcare professionals, social workers, patient representatives, and researchers. We will establish hospital liaison teams to support the transition to home care, including through post-discharge plans, medication management, and regular home visits. We will support community care programs, including by providing financial support for individuals using social care services and establishing re-hospitalization prevention plans. We will support informal caregivers (ICs) through respite vouchers and dedicated training. And we will empower GPs to refer patients to non-medical services that tailor to mental health and well-being.
  6. Affordable Dentistry: We will create subsidies for low-income individuals and vulnerable populations to allow access to certified dentists. We will also establish oral health awareness programs for children in schools, and communities at large. We will also invest in recruiting new dentists and oral health professionals, and expand dental clinics, with a focus on technology, accessibility, and capacity.

Our Science and Culture

  1. Research and Development Boom: we will establish new National Science Programs, for AI and Robotics; Medicine and Genetics; and Aerospace Technology. We will also create a National Research Grant program to provide consistent funing for scientific research. We will establish new partnerships between institutions and industries to foster innovation. And we will invest in new prototyping and test-bed facilities.
  2. STEM Education: we will expand STEM education initiatives in schools, including coding classes, robotics competitions, and mentorship programs.
  3. Technology Incubators: We will establish new technology incubators and innovation hubs, in collaboration with universities and industrial partners.
  4. Digital Infrastructure and Connectivity: we will invest digital infrastructure projects to expand broadband access, improve internet speeds, and enhance in rural and underserved areas, providing broader access to digital tools and online resources.
  5. Support for Culture: We will invest in cultural programs and artist grants, focusing especially on underserved regions and promoting indigenous and ethnic cultures. We will give dedicated grants to individual artists and small collectives. We will also create specific grants for preservation and heritage. We will create a National History Canon, a national chronological summary of the important topics in national history, providing this publicly in every library and school.
  6. Support for our National Media: We will create new grants for our public broadcasters, focusing on cultural programs and documentaries. We will work with channels to promote collaboration and improve quality. We will provide federal funding for regional media channels. We will work to integrate local stations into regional networks. We will create a fund for investigative and local journalism; as well as appointing an independent ombudsman, supported by anti-corruption officers, to maintain the independence of the press.

Democracy, Government Efficiency, and Corruption

The FCP remains unwaveringly committed to democracy and civil rights. It envisions a more inclusive and just society, strengthening the Constitutional framework of the law, empowering the regions, and further enhancing the democratic structure of our National Assembly. We will safeguard the rights and liberties for all citizens, fostering a nation that works on the principles of equality, justice, and transparency.

Our Democracy

  1. Enhancing the Charter of Rights: the first item on our agenda will be the debating and passing of the vital Bill of Rights Act, 1719, in which we enshrine vital civil and social rights, such as the right to Education, Housing, Healthcare, Rest and Leisure, and Pension.
  2. Empowering the Constitutional Committee: we will ensure that the Constitutional Committee of the Federal Assembly conducts regular reviews and updates to the Proclamation, focusing on inclusivity and civil liberties. We will also empower it to hold public consultation on Constitutional affairs, giving clear recommendations and timelines for the Cortes to implement amendments.
  3. An Independent Watchdog: We will establish an independent Agency to monitor and report on the protection of civil liberties and rights, empowering it to investigate the government and its agencies; as well as the police, social security organisations, hospitals, and the armed forces. This agency will consist of experts in constitutional law, human rights, and civil liberties. We will mandate the agency to produce and report annually on the state of civil rights and liberties, made available to the public.
  4. Gender Equality and Diversity: we will maintain the right to abortion and same-sex marriage and -adoption. We will implement anti-discrimination measures, with a focus on online hate speech and cyberbullying; as well as upholding the right to protest freely. We will appoint specialised coordinators in the government, police, and armed forces to address discrimination complaints; and appoint a national ombudsman for discrimination.

Our Regions

  1. Devolution: we will devolve more responsibilities to the Regions, including allowing them oversight of regional police units, railways, and nature. We will also specifically address challenges faced by provinces, such as the recently admitted Boriquen and New Caputia. We will support this devolution by funding capacity-building programs and training to ensure a gradual transition.
  2. Collaboration: we will create a framework for Inter-Region Cooperative Plans, allowing regions to share best practices in governance, public services, and economic development; as well as integrating funding and partnerships for cross-region problems such as crime, energy, and environmental protection.
  3. Regional Development: we will reform our funding regime for the regions, creating a dedicated Regional Development Fund that ensures equitable economic growth across the Federation. We will create a clear framework for Regions to access funds, based on economic needs and development goals.

Our Federal Assembly

  1. Reforming the Chamber of Peers: we will implement term limits of 15 years for all Peerages, with a clear transition plan for phasing out of current peers; cap annual appointments to 30; remove hereditary peers within 2 years; create at least 15 dedicated non-noble peerages for scientists and legal experts; and creating no less than 10 peerages reserved for representatives of ethnic and religious minorities.
  2. A Modern Council: we will reform the Council of State to be an elected body, with separate elections for the President of the Government, subject to a term limits of 2 elections. We will reform the nomination process to be more transparent, and ensure that parliamentary Votes of Confidence hold secretaries and ministers to account. We will mandate annual votes of confidence for Secretaries and a biennial vote for the President.
  3. A Functional Cortes: we will ensure timely parliamentary debates and votes, while also creating new powers for committees to scrutinise legislation. We will also introduce public vetting and parliamentary hearings for departmental heads and governmental agencies.
  4. Youth Cortes: we will lower the voting age to 16. We will create a Youth Cortes to engage students in politics from a young age. We will schedule regular hearings with civil experts and members of the public on political issues.
  5. A Modern Monarchy: we will ensure the King pays the same taxes as any citizen, and reform the regulations to ensure greater transparency in royal finances. We will also establish a Royal reform commission to periodically review the role and privileges of the monarchy.

Corruption

  1. Fighting Institutional Corruption: we will implement measures to root out corruption within government institutions and agencies. We will establish an independent Office of Government Integrity, tasked with investigating allegations of corruption within government. We will implement strict codes of conduct and ethics training for public officials, with specific regulations for conflicts of interest and unethical behaviour.
  2. Transparency in Lobbying: we will regulate and increase transparency in lobbying by requiring lobbyists to register and disclose their activities, including contacts with government officials and expenditures. We will implement strict limits on campaign contributions from lobbyists and establish a public a public database to track lobbying activities.

Law and Order

The rule of law and public safety are crucial drivers for the FCP. We want to see a strong law enforcement that combats violent and disruptive crime, while protecting victims and witnesses, and ensuring equal access to justice. The FCP stands for a just and safe society, where every citizen's rights are protected, and where the government serves the people, instead of suppressing dissenting voices. We will work to put an end to fraud and lobbying.

Our Police

  1. Community Policing: We will implement community policing programs, building trust between law enforcement and communities through regular engagement, cultural sensitivity training, and collaborative problem-solving. We will provide resources for officer training, community outreach events, and create partnerships with local organisations.
  2. Strengthening our Law Enforcers: We will invest in our police force, recruiting new officers and establishing new comprehensive training programs, focusing on inclusivity, community engagement, and conflict resolution. We will invest in our parole services and forensic teams, focusing on digitization and next-gen technology. We will establish new task forces in every police department to combat drugs crime, human trafficking, and domestic terrorism. We will also reform our sentencing law to expand the use of non-incarceration, including curfews, community service, and electronic tagging.
  3. Police Accountability and Oversight: We will establish an independent oversight commission for the police, tasked with investigating complaints of misconduct, providing transparency, and recommending reforms for law enforcement agencies. We will ensure that regular audits are conducted and published publicly.
  4. A Fiscal Police: We will establish a new fiscal police unit within the FCP. We will empower them to investigate money laundering, fraud, and criminal financing. We will also reform antitrust laws to give judges the power to confiscate criminal assets. And we will work with our international allies in the Raspur Pact to combat international crime, focusing on human trafficking and money laundering.

Our Courts

  1. A Strong Protection for Victims and Witnesses: We will establish new specialist centres for victims and witnesses, offering legal and psychological support. We will also establish new witness protection programs, with stringent security measures to ensure safety. We will reform the rights of relatives and acquaintances in courts, strengthening their voice in proceedings. Lastly, we will establish new post-sentencing counselling services for victims and relatives.
  2. Equal Access: We will work to reduce court fees. By providing subsidies for low-income individuals and families. By expanding pro bono legal aid to all in need. And by reviewing current fees and reforming them where possible. We will also support alternative dispute resolution methods, through mediation and arbitration, to lower pressure on courts. And we will reform judicial education to end the rotation of judges between jurisdiction, and invest in specialisation programs for judges and barristers.
  3. Gun Control: We will implement obligatory background checks. We will mandate waiting periods of at least 3 weeks between purchases. And we will mandate attendance for gun owners at active programs for responsible ownership; this includes age-appropriate education for students about gun ownership.
  4. Judicial Reform and Modernisation: We will implement a comprehensive judicial reform initiative aimed at improving efficiency, transparency, and access to justice within the court system. This includes digitizing court records, streamlining court procedures, and enhancing judicial training programs. We will reform sentencing guidelines to prioritise rehabilitation, community-based alternatives to incarceration, and proportional sentencing based on the severity of offences and individual circumstances. We will promote evidence-based practices and reducing reliance on mandatory minimum sentences.
  5. Victim-based and Alternative Justice: we will establish specialised courts focused on handling cases involving vulnerable populations such as victims of domestic violence, human trafficking, and sexual assault. We will expand alternative dispute resolution programs to reduce caseloads, expedite case resolution, and promote restorative justice principles.This includes mediation, arbitration, and diversion programs for non-violent offenders.

Foreign Policy

  1. A Strong Raspur Pact: This international alliance is still the strong defensive and diplomatic embedding that we as Nouvelle Alexandrie benefits from greatly. We want to continue to invest in mutual defence and economic cooperation. We will organise new joint exercises, and we will establish new task forces on counterterrorism and cybersecurity.
  2. Free Trade: we will work to close new FTAs with our neighbours. We will establish a strong framework that ensures transparency and representativeness, as well as safeguarding for exports and dual use goods. We will also work to strenghten existing FTA's by including cooperation on human rights, working conditions, woman rights, and environmental protection.
  3. A Strong MTO: In the aftermath of the Bassarid collapse and the Crisis in Hurmu, we are convinced that the MTO is more important than ever. We will continue to champion our beliefs in human rights, free markets, and environmental protection within the MTO. We will also invest in the MTO Court, so that potential criminals will not escape the international rule of law. And we will invest in our diplomatic service, focusing on fostering relations with newly-formed nations.
  4. Humanitarian Aid and Refugee Support: we will provide humanitarian aid and support for refugees fleeing conflict and persecution. We will provide assistance for disaster relief efforts, providing shelter and medical assistance.
  5. Migration Policies: We will develop comprehensive migration policies that balance national security concerns with humanitarian obligations, providing pathways to legal immigration, refugee resettlement, and integration support for newcomers. We will support resettlement programs, language training, job placement assistance, and cultural orientation programs for immigrants and refugees.
  6. We will sign the Convention on Civil Aviation.

Defense and National Security

  1. Upgrading the Army: We will work to procure the latest technologies for our army, including weaponry, armoured vehicles, artillery, and communication systems. We will invest in training programs, focusing on advanced defensive capabilities and counterterrorism. We will also establish new task forces for cyber defence and urban security. We will invest in expanding our army size, through dedicated recruitment campaigns.
  2. Expanding the Fleet: We will work to modernise the fleet. By investing in refitting existing vessels with new technology and ordnance. By establishing new training programs for our naval personnel, focusing on submarine warfare and aerial threats. And by investing in our naval command to ensure combat readiness on all three continental coasts our Federation is part of. We are still committed to launching at least 20 new submarines by 1730.
  3. A Modern Air Force: We will continue to expand our aircraft fleet with modern technology and equipment. In the past years, we have expanded our aircraft fleet of Javelin-vessels manifold. We however still have many A5s, which are increasingly expensive to maintain. We will continue to replace them by F-21 Heavenscreams where possible. We will also continue to procure M-2 Dragoons to expand our unmanned aerial fleet.
  4. A Strong Intelligence Community: We will invest in our intelligence services, to expand their workforces. We will establish new task forces for cybercrime, international terrorism, and international drugs crime. We will create a new Joint Intelligence Council to bring all agencies under one overseer. We will create dedicated funding for research and development for intelligence agencies, focusing on cybersecurity and IT.
  5. Critical Infrastructure: We will ensure that our critical infrastructure, such as power plants, water treatment facilities, communications facilities, and transportation networks, from potential terrorist attacks or cyber intrusions. We will support the implementation of advanced security measures, and develop emergency response protocols.
  6. Counterterrorism Operations: we will invest, in collaboration with international partners, in counterterrorism efforts, including intelligence gathering, surveillance operations, and targeted military strikes against extremist organisations.
  7. Veterans Affairs: We will invest to improve healthcare access and support services for veterans, including mental health counselling, rehabilitation programs, and assistance with transition to civilian life. We will create new job training and placement programs tailored to veterans' unique skills and experiences. We will support veteran career counselling, skills development workshops, and employer incentives to hire veterans. We will also support housing assistance programs, rental subsidies, and supportive services for veterans.

Organization

The National Committee for Consensus (NCC) is the national campaign organisation of the FCP. It works to re-elect incumbent candidates and to elect new Deputies. The political action committee For the New Consensus, headed by Pedro Albaraz, is the main public liaison that runs the fundraising and endorsements operations of the campaign. The smaller PAC 'A New Government for a New Era', specifically targets disillusioned voters and non-voters from the political centre.

Strategic Planning

The NCC has its main headquarters in Cárdenas, acting as the national hub for the campaign; with satellite hubs in Punta Santiago and Parap. The NCC is divided into five departments: Policy & Legal Affairs, Public Relations, Finance, Voter Engagement, and Volunteer Operations. Each department has a core team, coordinating with regional campaign leaders and acting as the day-to-day administration for the campaign.

The PR Department has a dedicated digital campaign team, with specific social media campaigning. The PLA department also have a data analytics team for targeted campaigning.

Fundraising

The Finances department works to create avenues for individual and collective donations, including online and offline fundraising events. It also works with PR to organise events such as town halls, fundraising dinners, and crowdfunding galas. Together with membership fees and public funding, this delivered the FCP with its largest campaign fund yet: over 600 million écus. The NCC fully disclosed all donations and sources through a public database, updated periodically and published in full during the 'Accountability Summit'.

Regional Campaigning

The NCC uses an extensive network of volunteer campaigners and is divided into regional teams, one for each region, led by a regional campaign leader. The volunteering campaign consists of extensive canvassing, rallies with regional candidates - and members of regional legislatures - and phone banking. They also organise public/roundtable discussion forums, party summits, and workshops.

Voter Engagement

The VE departments works at a local level to increase voter turnout through registration drives, town halls, and policy discussions. There are special teams for first-time and young voters, who develop tailored social media campaigns and collaborate with local universities and community organisations.

The NCC also offers voting support services, including the renown 'Polling Taxis' that assist people with transport to polling stations. The PLA also developed tailored video and podcast tutorials for voting procedures, as well as offering the 'Voting Safely' service that assists people with legal advice on any voting-related issue. The 'Save the Date' service offered text message reminders and dedicated phone calls, as well as tailored social media campaigns to remind people of voting times and locations.

General Election Campaign

"Road to Victory" Tour

The success of the previous two election's electrical bus tour, 'Road to Victory', was repeated, and even expanded. Instead of one, two buses were reserved, with the first one touring Keltia, and the other Alduria; both for the period of two weeks. Both times, they featured Marissa Santini and Pedro Albaraz, alternately assisted by Émile Dumont and Bertha Ignacio. The bus was equipped with a small media studio, offering live feeds for social media platforms, with different guests each day. Each stop focused on local issues and targeted specific voting groups in that region.

Core Message, Ideology, and Candidates

The PLA and VE departments worked hard to develop a core message from the manifesto, focusing in particular on the economy, corruption, and social security. It continued to clearly state the social-liberal, radical centrist, and constitutionalist ideals of the FCP. The main focus was crystallised into the so-called 'Five Missions Statement':

  1. Economic Growth
  2. Strong Public Services
  3. Civil Rights and Liberties
  4. Sustainability and Green Policies
  5. Confidence in Government

The candidates listed for the 1729 election consisted mostly of incumbent and experienced members, including Émile Dumont, Pedro Albaraz, and Christian Clavier. However, there were several newcomers; most importantly, that of the new party leader Marissa Santini. The FCP also worked hard to recruit Wechu and Wakara candidates, to support the party in their native regions.

Key Surrogates

Aside from the party leader and other major party figures, there were other influential supporters of the campaign, ranging from trusted scientists and law experts, to journalist and political commentators.

  1. Carla Dornitte: As an openly lesbian woman, Marissa's wife Carla became a major figure during the campaign. As a graduate of the University of Cárdenas, and as a marine biologist, she voiced both the scientific community and offered support for the green policies of the FCP. She led rallies and forums, speaking up about environmentalism and the importance of innovation and technological advancements.
  2. Juan Escudero: A renown economist and author, Juan lent credibility to the fiscal and economic policies of the party. As a former small business owner, his personal success story was meant to resonate with voters seeking economic stability and mobility.
  3. Elena Vasquez: A prominent healthcare professional and close friend to Marissa, Elena played a vital role in advocating the FCP's social security platform. Drawing on her expertise as a physician, she led discussions on healthcare reform, and focused in particular on access and affordability of healthcare. Her credibility with healthcare professionals lent credibility to the party's proposals.
  4. Rafael Dominguez: A renown lawyer and legal scholar, as well as advocate for criminal justice reform, Rafael brought expertise on legal issues and crime. He led discussions on crime and corruption, emphasising fairness, equity, and rehabilitation. His expertise on legal issues and commitment to social justice was meant to resonate with voters concerned with growing inequality and government corruption.
  5. Ana Morales: A teacher and leading educational reformer, who advocates for educational equity and quality. Drawing on her expertise in teaching, she was meant to highlight the FCP's commitment to public education, reducing inequalities in schools, and closing the achievement gap. Her passion and experience was meant to resonate with both teachers, parents, and students alike.
  6. Yoriana Chakana: a Wechu National and a respected priest in the Faith of Inti, Yoriana was specifically recruited to appeal to Wechu and Wakara people. He emphasises the FCP's values of compassion, solidarity, and inclusivity. His involvement was meant to mobilise support from religious communities and spiritualist voters.
  7. Carmen Morales: a renown journalist known for her investigative work and track record of uncovering corruption and holding government institutions accountable. She conducted in-depth interviews with party leaders and candidates, and performed auditing and investigatory work for the campaign. Her involvement ensured transparency and accountability during the campaign, and was meant to bolster public trust in the FCP's platform and leadership.

Advertisements and graphics

The FCP deployed a multimedia campaign, including traditional print advertisements, television and radio commercials, online ads, and flyering. Merchandise featuring the slogans 'I vote Progress' were also developed, including t-shirts, caps, and mugs. The most notable departure from previous campaigns was the overtly 'Marissa for President' poster that sought to emphasise the desire of the FCP to become the majority party in the 1729 elections. Another important advertisement campaign was that of the 'Five Mission Statement', which was a series of newspaper, billboard, video, and podcast ads designed to focus the electorate on the core message of the party, complete with non-technical explanations and striking visuals. Another novel use was that of ClipWave: the digital media team developed a series of shorts designed specifically to engage young voters.

Election Day Speech

People of Nouvelle Alexandrie. Today you are making an important choice that could change the political landscape of our federation for a generation. After nearly two decades of the FHP, it is now time for change. And you have the chance today to make your significant voices heard. I find it is our duty as politicians, and as your leaders, to listen to them.

Over the past few weeks, I have led a campaign, together with valued colleagues, experts, and my beloved family. A campaign of solutions and trust, not of polarisation. I believe the FCP and I have made it clear to you what our core message is: economic recovery, protecting civil liberties, strengthening our public services, championing our environmental responsibilities, and returning confidence in your government. And I believe we understand full well the issues that concern you.

That brings me to the significant challenge that has made us shift our campaign over the last few days, to that of a potential powerful economic force for our future: Alexandrium. We believe in the potential growth that this element can bring. It has the potential to create powerful high-temperature superconductors, plasma storage for energy, and powerful electronics. However, we will also ensure that we take into account the environmental impact of extraction and processing this new material. We would create a national framework that seeks to ensure a safe, sustainable, and profitable extraction and production of Alexandrium, so that it brings economic prosperity to all. We will work to ensure that both public offices, in particular the Nuclear Energy Agency, and private companies have strong regulations on the trade and use of Alexandrium. We will also embolden the DRD to create a national R&D plan and strategy on scientific research and technologies using Alexandrium, including a strong emphasis on sustainability and energy.

It is true that this magnificent discovery has not been on the campaign focus for a long time. It has overwhelmed us all. But we are working out what we will do to ensure economic prosperity and environmental conservation go hand in hand on this topic. I can ensure you all, that a next FCP government will make work of ensuring that economic growth will be integrated with a sustainable Alexandrium market, creating thousands of new jobs in various sectors, and bringing new entrepreneurship opportunities across the country, not just in Alduria.

But there is much more than the economy that has your attention: housing foremost of all. Over the past decade, the FHP has not done enough to ensure that the housing market is affordable and stable. We at the FCP believe in an approach that works within the market, instead of without. We will make work of the promises me made to constriuct 400,000 new affordable houses, ensuring a mix of social housing and low-rent housing. We will be investing significantly in supportive housing services, including rental aid, case management, and mental health. But most importantly, we will make work of urban renewal and community development: focusing on affordable housing, economic development of local economies, and community infrastructure. And we will lower the cost of living for households with an ambitious plan for micro-generation, insulation, and decarbonisation; together with an ambitious program of housing health with mould and pest removal and cladding repair.

It is regrettable that I have to speak on this next. Over the past few days, we have seen violence and civil unrest in our streets. It is regrettable that this happened. Even though we understood the concerns that people have, with a rising cost of living, growing government corruption, and the fear of civil rights and liberties being encroached upon. But we condemn the violence that ensued. Especially in the city of Susa, we wish to give our condolences to the families of the people who were killed due to a tragic explosion that should not have happened. We also condemn the perpetrators of the heinous cyber attacks that sought to take advantage of civil unrest to cause disruption to our national security and the livelihoods of our communities.

That being said: those who were protesting peacefully did not deserve the harsh actions taking against them by the Gendarmerie and the Civil Guard. The reaction by this government was disproportionate, however I do understand why they had to act quickly once the riots got out of hand. The severity of their actions, however, were not the proper response. That is why we in the FCP have made it our priority to both protect civil rights, and return confidence in your government. Because it is true that our democracy, and our civil rights, are under stress. We have seen the apparent candor with which this government has considered its mandate to govern, seeing a very visible lack of action on their end. I can ensure you, that a FCP government will take an active approach to address the issues that concern you all.

It remains a priority for us to enhance our constitutional frameworks. For the past decade, our Bill of Rights Act has been ignored by the FHP. But I will make quick work, that it will be the very first item on the agenda of the next FCP government! We must make quick work of corruption, with a new independent watchdog for our government agencies, including the police, social security organisations, and the armed forces.

We also remain committed to our federalist views: we will empower the Regions, giving them more responsibilities and powers to govern their law and order, organise their own transport, and conserve their natural environment. With new Inter-Regional Cooperative Plans, we will also ensure that regions work together on economic development, public services, transportation, and governance. Other cross-region problems such as crime, energy, and environmental conservation is best adressed together.

I will conclude this statement by reiterating the fundamental ideals of the FCP: a social-liberal government, ensuring that economic growth is build up from local communities and well-regulated businesses; a constitutionalist government, that protects civil rights and liberties, works transparently, and takes accountability for its actions; and a strong Federation, where regions collaborate to create prosperity across the nation. Those ideals are the heart of our campaign, and they will be the heart of the next FCP government.

I urge you all to excersise your democratic right. As a open society, it is your right to vote and make your voice heard. I cannot compel you to vote for me or my party. I hope that my motivations will do that for you. But whatever you choose, my first message and call would be: Go out to Vote!
