Carlos Mantovani is a New Alexandrian politician serving as Secretary of Education, Sports, and Culture since 1744 AN and as a Deputy for New Luthoria since 1734 AN. Mantovani was first elected to the Federal Assembly in the 1734 general election, representing New Luthoria for the Federal Humanist Party. The FHP performed poorly in New Luthoria that year, earning 33.3% of the vote and losing one seat while finishing second to the Federal Consensus Party, which won 52.6%. As a freshman deputy during the FHP's time in opposition, Mantovani carved out a distinctive legislative focus on education, arts, and culture. He emphasized effective and evidence-based policies over strict ideological approaches, being a strong adherent of Pragmatic Humanism.

When the FHP returned to government after its first victory in 1739 AN in the 1744 general election, Premier Juan Pablo Jimenez appointed Mantovani as Secretary of Education, Sports, and Culture in 1744 AN. He succeeded Deputy Joanna Wisely, who had held the position since 1739 AN before stepping down to launch her campaign for Governor of New Luthoria in the 1744 general election. Wisely's departure from the cabinet was considered amicable, with Premier Jimenez praising her service and expressing support for her gubernatorial ambitions. Mantovani continues to serve as both Deputy for New Luthoria and Secretary pending a cabinet reshuffle under Premier-elect José Manuel Montero after the 1749 general election.
