Allied Production Matrix/Board of Requirements
The Board of Requirements (established 1675 AN) is the mechanism by which members of the Raspur Pact, along with those states held to be in good standing by the Pact's Permanent Commission, may request the allocation of a certain proportion of the Allied Production Matrix's yearly output, the additional production of a set amount of a given specific product, or the development of an entirely new platform or weapons system.
Whilst allocations made to Theatre Level Continental Commands (Apollonia, Benacia, Cibola, Keltia, Tapfer, & Trans-Eura) have traditionally been made gratis, on account of financial contributions made by the member states towards the collective security obligations of the Pact, requests for equipment made over and above these allocations would require a reasonable payment in return. For Pact members (Tier 1 Priority), prices would be calculated upon the basis of estimated cost and overhead. When it comes to selling allocations of output to neutrals, these base level prices would then be subject to a variable mark-up of between 5% – 25% dependent upon the system in question and the perceived state of relations between the applicant nation and the Pact. Profits from sales are redistributed back to the contributing manufacturers in proportion to their output.
Reasonable forms of payment to the Allied Production Matrix take the form of direct monetary payment, credit lines for the purchase of goods and services from the applicant country, or the undertaking to provide a specific amount of a certain, usually strategic, raw materials. For reasons of administration and accounting all transactions are valued in Natopos, the currency of Natopia, the leading economy of the Pact.
The only absolute prohibition on the sale of output from the Allied Production Matrix is to the member states of the USSO, for fairly self-evident reasons, and Stormark, the latter being a consequence of multinational quarantine established after the Auspicious Occasion.
