The East Meadow Government Towers is the workplace and headquartters of several ministries of the Council of State of Nouvelle Alexandrie. These include the Department of State, Department of Education, Department for National Mobilisation, and the Department of Civil Works and Transportation. It is located in the Government District in Cárdenas. It was completed in 1692 AN. The building is named after the street it resides in, Meadow Avenue.

The building consists of three main towers of over 150 m in height, where the Departments are located in, with floors dedicated to a specific department. The first three floors are a main concourse from which the towers are accessed. It has a major annex tower on its side.

The building was constructed in 1686 AN as part of the New Prosperity Plan and the Cárdenas Plan to house the Department of State. The Departments of Education and Civil Works & Transportation were added in 1688 AN. The Department of Communications (now National Mobilisation) was added in 1690 AN. The building is known as one of the tallest office towers in the district, with its large glass and reinforced concrete towers, and its massive main concourse with multiple elevators and escalators.

Buildings and Rooms

Department of State

The DoS is located in the east tower, on the third to tenth floor, being the largest of the four organisations inside the building. It holds the offices for the different sub-departments, including dedicated office space for the Secretary and Deputies. These include a dedicated Embassy Zone for the Raspur Pact, Micras Treaty Organization, and Euran Economic Union.

Department of Civil Works and Transportation

The DoCWT is located in the west tower, on the third to eight floor, as the second-oldest organisation in the building. It holds the offices for the different sub-departments, including dedicated office space for the Secretary and Deputies.

Department of Education

The DoE is located on the east tower, on the eleventh to eighteenth floor, as the third organisation in the building. It holds the offices for the different sub-departments, including dedicated office space for the Secretary and Deputies.

Department for National Mobilisation

The DfNM is located in the west tower, on the ninth to sixteenth floor, as the youngest organisation in the building. It holds the offices for the different sub-departments, including dedicated office space for the Secretary and Deputies. These include a dedicated Televison Media Zone for the National Broadcasting Corporation, and a Mail Zone for the Royal Mail & Parcel Service.

Civil Service Annex

The office tower to the south is dedicated to the Federal Civil Service, performing secratarial and managerial duties for the departments, and acting as liaisons to the Government House. It has ten floors, and also holds the Press Room, where public press conferences are held.

Main Concourse

The first three floors are reserved as entry hall and as the main transfer area between departments. The ground floor is almost exclusively used as the entryway, with a dedicated restaurant and visitor offices. The first floor is reserved for interdepartmental conferences, with large college halls and a convention room. The third floor has the receptions for the different departments, as well as holding major meeting rooms.

Roof Services

The top two floors on each tower is dedicated to hospitality services, with a dedicated restaurant, as well as a gym. The roof on the east tower has a large terrace, and offers a public sky garden to visitors (free of charge), with almost unrivalled views of Cárdenas. It is accessed by a limited-service elevator that only stops on the eighteenth (restaurant) and twentieth (rooftop) floor.

Civil Service

The Federal Civil Service System works within the building, staffed with a mix of Civil Servants and Advisers. They are led by a Chief of Staff who oversees all department staff; while each department also has a dedicated Deputy. The staff are non-partisan by nature, but are selected by the Secretaries, on advice and consent of the Cortes Federales.
