Concord Alliance Treaty

Establishing the Concord Alliance Treaty Organization (CATO)

The Bovic Empire of the Natopian Nation, the Federation of Nouvelle Alexandrie, and the State of Oportia, hereafter referred to as "the Parties," have agreed as follows:

Article 1: Establishment and Purpose

  1. The Parties hereby establish the Concord Alliance Treaty Organization (CATO).
  2. CATO shall be a military, economic, and political alliance dedicated to the collective defense, economic prosperity, and political cooperation of its members.
  3. The Tripartite Pact and the Tripartite Treaty Organization are dissolved, with Concord Alliance assuming all its responsibilities and assets as its successor.

Article 2: Principles

  1. The Parties will contribute to the further development of peaceful international relations by strengthening their free institutions and promoting stability and well-being.
  2. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Article 3: Consultation

  1. The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence, or security of any of the Parties is threatened.

Article 4: Collective Defense

  1. The Parties agree that an armed attack against one or more of them shall be considered an attack against them all.
  2. Consequently, they agree that, if such an armed attack occurs, each of them will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Concord Alliance area.

Article 5: Economic Cooperation

  1. The Parties will work towards the elimination of trade barriers among themselves and the promotion of economic integration.
  2. They will establish mechanisms for economic consultation and cooperation to enhance their collective prosperity.

Article 6: Political Cooperation

  1. The Parties will endeavor to coordinate their foreign policies on matters of mutual concern and to present a unified stance in international forums where appropriate.

Article 7: Organizational Structure

  1. A Concord Council consisting of representatives from all member states shall be the principal decision-making body of CATO.
  2. A Secretary-General shall be appointed to oversee the day-to-day operations of the organization.
  3. Other necessary bodies, including military and economic committees, shall be established as required by the Concord Council and mutual agreement of all Parties.

Article 8: Membership

  1. The Parties may, by unanimous agreement, invite any state to accede to this Treaty, provided that state can further the principles of this Treaty and contribute to the security of the Concord Alliance area.
  2. For a state to be considered for membership, it must:
    1. Adhere to this Treaty and its principles;
    2. Accept and comply with all existing CATO agreements and protocols;
    3. Be a member of the Micras Treaty Organization;
    4. Be a signatory to the Convention on the Establishment of a Common Court and the Micras Intellectual Property Protection Act.
  3. Accession of new members shall require a unanimous vote of approval from all existing Parties.
  4. The Concord Council shall oversee the accession process, evaluating applications and conducting necessary diplomatic negotiations.
  5. Any state acceding to this Treaty shall assume all obligations and benefits of membership as set forth in this Treaty.
  6. The instruments of accession shall be deposited with the Government of Natopia, which will notify all other Parties of each deposit.

Article 10: Human Rights

  1. The Parties reaffirm their faith in the purposes and principles of international law and their desire to live in peace with all peoples and all governments. They are determined to safeguard the freedom, common heritage, and civilization of their peoples, founded on the principles of democracy, individual liberty, and the rule of law.

Article 11: Ratification and Entry into Force

  1. This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes.
  2. The instruments of ratification shall be deposited with the Government of Natopia, which will notify all other signatories of each deposit.
  3. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of all signatories have been received.

Article 12: Review and Amendment

  1. The Parties may, by unanimous agreement, invite any other State in a position to further the principles of this Treaty and to contribute to the security of the Concord Alliance area to accede to this Treaty.
  2. This Treaty may be reviewed at the request of any Party after it has been in force for ten years.
  3. Amendments to this Treaty must be approved unanimously by all Parties.

Article 13: Withdrawal

  1. Any Party may cease to be a Party one year after its notice of denunciation has been given to the Government of Natopia, which will inform the other Parties of the deposit of each notice of denunciation.

Article 14: Languages

  1. This Treaty, of which the Natopian, Alexandrian, Martino, and Istvanistani texts are equally authentic, shall be deposited in the archives of the Government of Natopia. Duly certified copies will be transmitted by that Government to the Governments of other signatories.
