Due to the increased interest in the tournament after the success of the first, the FMF was structured into four regional confederations. Each of these confederations was assigned a quota of teams to be submitted for competition in the tournament, and qualifying rounds between their affiliates were established.

It was announced prior to the beginning of qualification that the winners of the [[2006 FMF World Cup|previous tournament]] would be automatically given a place at the tournament. However, due to [[Beaugium]] leaving the [[MCS]], and therefore forfeiting their [[FMF]] membership, it was decided that the 2006 runners-up, [[Gaia]], were to receive automatic qualification instead. After the qualification for the [[AEFA]] confederation, that which Gaia belonged to, had begun, Beaugium were reinstated as an FMF member after rejoining the MCS. Because of the AEFA qualification already being underway, Gaia were permitted to retain their automatic berth and Beaugium had to qualify via the [[WMFA]]'s confederational qualifying.

The 2007 FMF World Cup was the second tournament of the FMF World Cup, and was held jointly in Novatainia and Tokidoki between 1 August and 31 August 2007. The sixteen competing national teams all qualified successfully to be involved; the first tournament to use confederational qualifying rounds. The tournament's matches were played in eight stadiums in eight different cities across both host nations.

The tournament was won by Craitland, who beat joint-hosts Tokidoki in the final in Rillanon.

Hosts

Novatainia and Tokidoki were chosen as the hosts of the tournament after submitting one of four applications. Craitman H. Pellegrino and Jang Ji-Hyo, FMF President and Vice-President, agreed that the joint bid was more suited for hosting that the other applicants and it was announced that both hosts' national teams would receive automatic berths in the tournament, as well as the winners of the previous tournament.
