Council of Shahzamin

The Council of Shahzamin is a body of advisers for counsel regarding the good and proper government of Shahzamin. It was patterned after the Council of Molivadia.

Created by Autokratorial Decree bearing date 2.I.1710, it was convened at pleasure, but at least once a week. It is presided over by a Lord President in the absence of the Governor or Shahzamin, and served by a Chancellor who serves as Secretary to the Council and chief administrator. The quorum of the Council is three members, with the Governor included in such quorum.

Membership

By tradition, the Chancellor, who is Secretary to the Council, serves as Lord President, in the absence of an appointed Lord President. The Lord President is nominated by a majority of the Council, who is then appointed by the Governor. The Lord President serves at pleasure.

Autokratorial Decree

Autokratorial Decree instituting the Council of Shahzamin

By His Serene and Eminent Highness The Prince of Molivadia, Imperial Senator, Autokrator of Constancia

To All to Whom these Presents shall come,

Greeting:

Whereas we have need of a body of advisers for counsel regarding the good and proper government of Shahzamin,

Now, therefore, by the powers vested unto us by law, commands the following:

1. There is created a Council of Shahzamin to advise the Governor of Shahzamin on the good and proper government of Shahzamin. Members of the Council of Shahzamin shall be styled, "The Most Honorable" and shall have precedence within Shahzamin next to the Governor of Shahzamin, and shall serve at the pleasure of the Governor of Shahzamin, serving accordingly even beyond the demise of the Governor.

2. The Council shall be presided by the a Lord President, appointed by the Governor of Shahzamin and serving at their pleasure, but who may also be nominated by the Council. The Council shall be served by a Chancellor also appointed and serving at the pleasure of the Governor of Shahzamin. The Chancellor shall serve as Secretary to the Council, and may become a full member of the Council if it pleases the Governor. The quorum of the Council shall be three members, with the Governor of Shahzamin included in such quorum. The total number of the Council shall be at the pleasure of the Governor. The Council shall convene at pleasure of the Governor, but shall convene at least once a week. The Council shall prescribe its own rules.

3. All members shall swear an oath prescribed by the Governor of Shahzamin, and shall not disclose any details or proceedings of the Council unless with leave of the Governor of Shahzamin, on pain of execution for treason.
