His Serene and Eminent Imperial Highness the Prince of Molivadia by the Grace of the Basileus Grand Knight Commander of The Order of the Great Kingdom of Constancia, Kanikleios of Basileusa Megaliotate and Autokrator of Constancia, Co-Ruler of the Kingdom
To all whom these commands shall come, the Autokrator sends
GREETING:
WHEREAS the economic growth of the Imperial State of Constancia is of prevailing state interest,
In the name and with the authority of
Ὀλυμπία Basilinna, Supreme Lord of Vey, Portus Felix, Ad Pontes, Elaion, Craiss and Metaxia, Cario, Idolgi, Ithonion, Oranjesion, Nivardom, and Aqaba, Defender and Protector of the Patriarchal Orthodox Faith
LET IT THEREFORE BE KNOWN that this Decree shall codify the laws and policies of the Imperial State of Constancia with respect to the Government of the City of Petronium
AND WE DO FURTHER DECLARE the establishment of Petronium, a new settlement, on the coast of the southwestern point of the Prosgeiosi Basilinna at the entrance of the Gulf of Aqaba
AND WE DO FURTHER DECLARE that Orestis Kouratos is hereby appointed Governor of Petronium, with plenipotentiary authority subordinate only to the Autokrator, authorized to detail such assets and personnel from the Imperial Armed Forces and the Government as he shall require, and directed to plan for the construction, sustainable development, and implementation of our intentions for Petronium
AND WE DO FURTHER DECLARE that the following individuals are appointed to the Council of Petronium, to provide advice to the Governor with respect to the proper government of the City:

- Konstantin Moudros
- Alexandros Kriezis
- Cifras Kuroumboulis
- Mirrita Panagopoulou
AND WE DO FURTHER DECLARE that the Council of Petronium may promulgate its own rules, determine its own staffing requirements, employ or dismiss employees, and establish subordinate offices as necessary
AND WE DO FURTHER DECLARE that the Council of Petronium shall convene at least once a week to perform its duties
AND WE DO FURTHER DECLARE that the Governor may detail or deputize personnel or agencies from the Government of the Imperial State of Constancia to assist them in their duties
AND WE DO FURTHER DECLARE that such necessary funding for their expenses shall be appropriated from the Basileusan Bank
AND WE DO FURTHER DECLARE that the Governor and the Council of Petronium shall report on developments in the City to the Autokrator at least once a month
AND WE DO FURTHER DECLARE that no person shall molest nor harm them under pain of my displeasure
AND FINALLY WE DECLARE that these commands reach all Subjects in the Imperial State and all others throughout Micras
