The plans, developed by the Operations and Planning Directorate of the Joint Chiefs of Staff Council between 1749 AN and 1751 AN, were designed to meet the threat of a war against multiple enemies in at least two of the Continental Theatres of Operation (Apollonia, Eura, and Keltia) where the majority of forces were integrated into the allied command structures of the Raspur Pact and the Concord Alliance Treaty Organization.
