Ēurānshahr, the union of the Raspur Khanate and the Suren Confederation, formed in I.1750 AN at the conclusion of the Reorganisation in the East (1748–1749).
Formalized in Constancian law via a rare Act of the Imperial Synkletos granted Imperial Assent.
Government
The Realm of Ēurānshahr is governed in accordance with the Basic Law of 1750 AN. The Realm's political system is characterised by the autonomy of the two constituent domains, Raspur and Suren. Each domain has significant control over local matters, including education and health.
The Council of Sovereigns, a Troika formed of the Ēurānshah, the Khan of Raspur, and the Surenshah, holds legislative authority, including the ratification of laws and treaties.
The Presidency of State Security, known colloquially as SAVAK, reports directly to the Council of Sovereigns and liaises closely with the State Protection Authority.
The Satraps, governors of the two domains of the realm appointed by their respective sovereigns, constitute a permanent legislative assembly - the Durbar of Satraps (Durbar-i-Satrapan) which receives and approves legislative proposals received from the Council of Sovereigns, as well as voting through various bills of allocation and appropriation received from the Prime Minister of the Ēurānshahr. The Durbar appoints the Prime Minister for fixed twelve year terms of office.
Executive
The Prime Minister heads the civil government of the realm and nominates candidate viziers to the Council of State, who are vetted by the Durbar of Satraps and SAVAK before being confirmed in place by the Council of Sovereigns.
The Council of State, or Heyatedovlat-e Keshvar, known informally as the Nezâm, is the civil government of the Realm. Around twenty subordinate vizierates are represented upon the Council.
Legislature
The 650-seat Majles-e Ēurānshahr fulfils the nominal obligation of the Realm to maintain a democratic component as a subject of the Imperial State of Constancia. It serves as a consultative chamber with a remit to advise on bills of allocation and appropriation drafted by the Prime Minister before they are passed to the Durbar of Satraps. The Majlis may also call upon the Prime Minister and the viziers to account for their conduct and to pass recommendations up to the Council of Sovereigns for consideration. The Majlis may also draft, vote upon, and submit humble petitions to the Durbar for their endorsement before being submitted to the Council of State.
Any legislative instrument shall only be considered an Act once it has been passed by the Council of Sovereigns. The Secretariat of the Council of Sovereigns exists to ensure that the three-man Council itself does not become overburdened with administrative and procedural technicalities.
