The Kōkai State Legislative Assembly (Sangunese: 黃海州議会, translit.: Kōkai-shū Gikai?, Phineaner: Dewan Undangan Negeri Kōkai; Natlanese: Tlasentilistli tlen Tlanauatili tlen Kōkai-Natlan; Taesongean: 황해주의회; RR: Hwanghae-ju Uihoe; Yapreayan: Azakwanҧҵarat Eizara deҧ l'Estat Kōҟaï; Ashkenatzi: קאָוקאַי שטאַט לעגיסלאַטיווע פֿאַרזאַמלונג) is a unicameral state legislative assembly in the Phinbellan state of Kōkai, a territory with special self-governing status; the Yang di-Pertua Negeri Kōkai (Governor of Kōkai) forms the other part of the legislature. As at the federal level, this assembly is modelled after the tradition of the Baskerville parliamentary system originating from the legislatures of the Britannic Empire. The State Legislative Assembly meets in a building located adjacent to the Stadium of the Sacred Flames, Secretariat District, Singapore Street.
The legislature was formed on September 10, -72BP, although it is the newest state in Phinbella since 1729 AN, it is the oldest legislature in Phinbella and one of the oldest continuously functioning legislatures in the Phineonesia region. Currently, the Kōkai State Legislative Assembly consists of 121 members, making it the largest state legislature in Phinbella. These members are known as Members of the Legislative Assembly (MLA) and are elected from single-member constituencies across the state under a first-past-the-post system of voting. Elections are held for one term within a fixed period. As in other territories, elections for this assembly are not held concurrently with the federation, but it is possible to consider holding simultaneous elections. Kōkai does not practice compulsory voting, and eligible Phinbellan citizens (or Kōkainese citizens before 1729 AN) are automatically registered to vote in elections.
