The Primo de Aguilar Highway, sometimes referred to as the northeast highway, is a national highway, begun 2.XV.1718, linking Neos in southwestern Molivadia, near Aqaba, to Port Aguilar in the northeastern seaboard. It links Nivardom, Cilicia, Hyblios, Duhok and other settlements. It was later named in honor of the assassinated Basileus Giakoumis.

Improvement of this highway, and construction of a complementary railway, was included in The Constancian Development Plan, 1724 - 1729.

In 1736, an office within the Ministry for Reconstruction and Infrastructure was created for its maintenance, monitoring and evaluation.
