Mukarram Zubeir is a Hurmu politician from the emirate (formerly district) of Al-Khadra. He was elected to the Assembly of Representatives in the 1718 elections, and was named Minister of International Trade on 1.I.1719 in the cabinet of Annika Raudsepp. Later the same year, he accompanied Li Naomiai and Mondo Etzeterra on a state visit to Sankt Ludwigshafen in what became a small but short truce in the ongoing Assembly–Senate political conflict in Hurmu.
