The Unified Alexandrium Resource Authority (Alexandrian: Autorité unifiée des ressources d'alexandrium; Martino: Autoridad Unificada de Recursos de Alexandrium), abbreviated UARA, is the federal authority of Nouvelle Alexandrie responsible for administering Alexandrium as a strategic resource. It licenses extraction, sets and collects the per-gram levy on extracted Alexandrium, enforces production quotas and export controls, and routes a share of Alexandrium revenues into the Federation's diversification programs. It was chartered in 1750 AN by the Alexandrium Sustainability and Strategic Management Act, 1750 and constituted as an operating authority in 1755 AN.
The Federation holds about 60.9 percent of the world's known Alexandrium, roughly 1.59 million metric tons concentrated in Alduria and the contested deposits of central Eura, and the sector supports some 3.1 million jobs and a large share of the Federation's trade surplus. Administration of the resource had grown up piecemeal across several bodies. The Alexandrium Regulatory and Development Authority managed domestic operations and the Alexandrium Purchasing Commission controlled exports, while extraction licensing ran through the Department of Research and Development and royalties through the Department of Treasury; safety and environmental oversight sat with the Federal Nuclear Regulatory Commission and the Alexandrium Environmental Safety and Standards Taskforce. The 1750 Act dissolved the two dedicated Alexandrium bodies, the Regulatory and Development Authority and the Purchasing Commission, and drew their functions together with extraction licensing and revenue administration under the single authority of the UARA.
Establishment
The Authority took its working shape from the Royal Commission on Alexandrium Sustainability and Economic Diversification, established in 1751 AN, whose Peak Alexandrium inquiry, conducted with the Cortes' Committee on Economic Affairs, Business, and Commerce, sat between 1752 AN and 1754 AN and examined the Institute for Strategic Studies' projection that domestic extraction would peak around 1768 AN. The Commission's 1754 AN report recommended capping the annual growth of extraction and reinvesting a fixed proportion of Alexandrium revenues in non-resource sectors. The reforms that followed, including the statutory 12 percent diversification mandate enacted in 1755 AN and the controlled-rate extraction regime, required a single body to administer them, and the UARA was constituted that year to consolidate licensing, the levy, quotas, and export control under one authority reporting to the Council of State.
Mandate
The Authority licenses Alexandrium extraction and sets the quotas that hold the growth of annual extraction within the controlled rate the Cortes adopted, a cap intended to extend the resource toward the projected 1768 AN peak rather than draw it down at the market's pace. It collects a levy of NAX€65 per gram on extracted Alexandrium, a volume-based charge distinct from the export and profit taxation that the Treasury administers on the wider Alexandrium economy. It enforces the export controls that govern Alexandrium as a strategically restricted material, and it administers the statutory mandate that directs a fixed share of Alexandrium revenues into the Federation's diversification programs, among them the work funded under the Aldurian Economic Diversification and Recovery Act, 1755.
The Authority works alongside the Treasury, which collects the broader Alexandrium taxation, and the Department of Research and Development, which retains the civilian and military research portfolio. Because the per-gram levy is charged on volume rather than value, its receipts move with the quantity extracted rather than with the market price, a distinction of little consequence while prices were high and considerable consequence when they were not.
