Sanitation Corps
The Sanitation Corps was an initiative of the Administration of Mesazon Lucas Espiridon, to resolve several key issues.
Background
Mesazon Lucas Espiridon, at the beginning of his administration, noted the serious amount of work that needed to be done with respect to public sanitation, especially in the under-infrastructured Raspur and Suren Confederacy, now the Suren Confederation. In addition to this was the moribund economic state in both areas, as well as severe unemployment and a general lack of civic life, which could lead to dissension and various dangerous seditions.
It was while taking a morning jog that he came across a citizen sweeping the front of their house, and he got into a conversation.
Plan
On 15.III.1747, a meeting was convened. In that meeting were the following:
- Imperial Chancellery, Office of the Autokrator of Constancia
- Green Constancian Corridor Commission
- Imperial Constancian Armed Forces
- Grand Vizier and Minister for Raspur
- Astabadh of the Suren and Minister for the Suren Confederation
- Ronald Motke, Administrator of the National Service Administration
- Imperial Constancian Labor Service
- Archons of the Constancian Nationalist & Humanist Party
Mesazon Lucas Espiridon gave the background to the present situation, followed by his plan. There was much discussion, after which he than issued directives.
- Archons of the Constancian Nationalist & Humanist Party to instruct Cadre Leaders and Vanguards, especially in Raspur and the Suren Confederation to be utilized in their spare time and form the cadre for this initiative.
- Martyr Jamshid-e Osman Combined Brigade of the Modan Vanguard Division to permanently deploy to Raspur and be based there effective immediately. An element of this Brigade to be deployed to Surenshahr.
- Imperial Constancian Armed Forces to order certain active and reserve units of the 508th (Raspur Khanate) Army and 509th (Surenid) Army to be utilized for this endeavor.
- National Service Administration and Imperial Constancian Labor Service to assist in leading community-level initiatives.
- Marciano Tosia of the Office of the Mesazon is appointed Head of the Sanitation Corps.
Sustainability
The next day, the Mesazon had an audience with the Autokráteira, Princess Rosamund. The current project-iteration was utilizing state assets and therefore had minimal extraneous costs, but to sustain it (for example - a permanent sanitation department of 10,000 for Raspur City alone would easily cost 2 billion Imperial Staters per year. This was money that the Imperial Constancian Government just did not have at the moment. The Mesazon had already approached the Constancian Development Bank, which simply would not approve a loan because there was no revenue component.
At the conclusion of the audience, Mesazon Espiridon had 15 billion Imperial Staters: 2 billion over five years for Raspur City, and 5 billion over five years for the Sanitation Corps in general over five years. Should his Mesazonship conclude before 1752, an Autokratorial Decree would ensure his appointment to head the Sanitation Corps until completion of the period. Reports to be sent to the Autokráteira monthly and annually. ESB would also construct administrative buildings in major cities, gratis and paid for by personal funds of the Autokráteira-Princess.
