The Defence Staff Council is the body of the most senior commanders of the Sanaman Union Armed Services, providing advice to the Council of State, Minister of State for Defence, and other entities on military matters. The council does not have operational command over the armed forces. Operational command flows from the government, through the Chief of the Defence Staff and the tactical command, to the commanders in the field. The council consists of the Chief of the Defence Staff, the Vice Chief, the Commanding General of the Army, the Chief of the Admiralty, the Chief of Staff of the Air Force, and the Commandant of the Territorial Army. The Chief of Staff of the Defence Staff is the principal official of the Defence Staff and therefore attends the meetings of the Staff. The Defence Staff is supervised by the civilian National Defence Board.
Organisation
The Sanaman Armed Services are organised into four branches: the Sanaman Union Air Force, the Sanaman Union Army, Sanaman Union Navy and the Sanaman Union Territorial Army. The main mission of the Territorial Army is to protect, guard, and conduct area surveillance. It is a fully voluntary force, consisting to a large part of former conscripts that did not proceed to further training, as well as former officers, employees and enlisted of the other branches.
The armed services are organised into military regions. The military regions are led by a military region commander and their staff. The role of the military regions are to lead the territorial tasks of the armed forces on the regional and local level, command assigned units (both from the Territorial Army and other permanently or temporarily assigned units), conduct regional security service, coordinate and cooperate with regional and local authorities and organisations, and to train the units of the Territorial Army. The military region commanders report to the Commandant of the Territorial Army.
